Chief Minister Neiphiu Rio today tabled a copy of the Juvenile Justice (Care and Protection of Children) Rules on the floor of the House here.  

Rio also laid a copy each of the annual administrative report 2017-18 of Finance, Irrigation & Flood Control, Industries & Commerce, Information & Public Relations, Department of Under Developed Areas, Labour, Justice And Law, School Education, Social Welfare, Sericulture, Power, Electrical Inspectorate, Science & Technology, and Fisheries.  

Deputy Chief Minister Y Patton and minister-in-charge of Home and National Highways also laid a copy of Nagaland Societies Registration Rules 2017.  

Minister for Forest, Environment & Climate Change and Parliamentary Affairs CM Chang, Minister for Planning & Coordination Land Revenue Neiba Kronu, Minister for Transport, Civil Aviation and Railways and Land Resources P Paiwang Konyak, and Minister for Urban Development & Municipal Affairs Metsubo Jamir also laid the respective department annual administrative reports 2017-18 at the assembly session.  

57,400 senior citizens covered under IGNOAPS

Altogether, 57,400 senior citizens are covered under India Gandhi National Old Age Pension Scheme (IGNOAPS) in Nagaland. Out of these, 51,750 beneficiaries come under 60-79 years and 5,650 under 80 years and above.  

IGNOAPS provides senior citizens whose ages are 60-79 years a pension of Rs. 200 per month, according to the annual administrative report of the Social Welfare department tabled by Chief Minister Neiphiu Rio. Senior citizens whose ages are 80 years and above are given monthly pension of Rs. 500.  

The Nagaland government also gives Rs. 100 per month to each beneficiary as State contribution towards IGNOAPS. Meanwhile, there are 4,464 beneficiaries under Indira Gandhi National Widow Pension Scheme (IGNWPS) in Nagaland. The scheme provides deserving BPL widows aged 40-59 years a pension of Rs. 300 per month.  

The number of Indira Gandhi National Disability Pension Scheme (IGNDPS) beneficiaries stands at 1,276. Under this scheme, deserving BPL persons with severe multiple disabilities from 18-59 years of age are provided a pension of Rs. 300 per month.  

On state welfare programme for persons with disabilities, the report stated that students with disabilities from Class A-VIII are provided with scholarship of Rs. 300 per head per month. At present, this benefit is extended to 208 students.  

Financial assistance of Rs. 300 per month is provided to the needy persons with disabilities. Altogether, 2000 persons with disabilities are covered under this scheme.  

Further, 1625 totally blind persons are provided with financial assistance @ Rs. 300 per month, the report stated. The department also provides financial assistance to destitute women who are widowed, unmarried, or abandoned. An amount of Rs. 2400 is given to each beneficiary @ Rs. 200 per month.  

With an additional amount of Rs. 10 lakh during 2017-18, the department is providing financial assistance to 3749 destitute women across the state.  

Over 6000 local workers registered with NBOCWWB

More than 6000 local workers have already registered as beneficiaries with Nagaland Building and Other Construction Workers Welfare Board (NBOCWWB) under Labour department.  

Beneficiaries and their families have availed various benefits under the welfare schemes provided by the Welfare Board, stated the annual administrative report 2017-18 of Labour department tabled by Chief Minister Neiphiu Rio. Registration is continuing in all the districts.  

The different welfare schemes provided to the beneficiaries and their families are: insurance cover under Aam Admi Bima Yojana (AABY), Pradhan Mantri Jeevan Jyoti Bima Yojana (BMJJBY) and Pradhan Mantri Suraksha Bima Jojana (BMSBY), children education system, medical assistance, maternity assistance, grant for purchase of tools and pension linked policy.  

Labour department has set up NBOCWWB to provide welfare schemes to the construction workers of the State. The Welfare Board registers workers who are engaged in building and other construction activities for ensuring direct social security benefit to such workers.  

The report stated that more than 95% of workers in this sector in Nagaland are migrant workers. The participation of local workforce in this sector is very negligible owing to reasons like undervaluing of such work as real work, lack of skill etc, it added.  

“Therefore, in order to bridge such gap, the department of labour, through the Welfare Board, is conducting awareness and sensitization programmes for the local workforce to make them aware of the importance of construction related activities,” the report stated.  

The Welfare Board also conducts trainings to train local youth to start participating in construction activities and organises further skill up-gradation training for those who are already involved in construction works in order to enhance their earning capacity.
