Nagaland: Over 640 ILP defaulters detected in post-election crackdown

Nagaland Police detected a total of 644 Inner Line Permit (ILP) defaulters during an intensified checking drive carried out across districts bordering Assam on April 10 and 11.

The drive was intensified following the Assembly elections in neighbouring Assam and the bye-election in Mokokchung on April 9, as part of preventive measures to regulate movement and ensure strict enforcement of ILP regulations, the State Police informed in a press release. 

According to the police, on April 10, a total of 777 ILPs were checked across six districts sharing borders with Assam, during which 436 defaulters were detected.

The drive continued on April 11, with 1,217 ILPs checked and 208 defaulters identified.

Overall, over 1,900 permits verified in two days.

As per the police, action has been taken against the defaulters as per law and the cases were forwarded to respective district administrations for necessary action. 

The intensified checking was carried out to curb illegal movement of non-indigenous persons and maintain law and order in the post-election period, it added. 

However, the release did not specify the locations where the checks were carried out.

Meanwhile, the Nagaland Police informed that District Police units have been directed to continue regular ILP checks in coordination with district administrations to ensure full compliance with ILP provisions.

What is ILP in Nagaland?
The Inner Line Permit (ILP) is a regulatory mechanism under the Bengal Eastern Frontier Regulation, 1873, which makes it mandatory for persons from outside Nagaland to obtain a permit to enter and stay in the State for a limited period, as prescribed by the Government of Nagaland.

According to the State’s ILP portal, the government has laid down specific conditions, formats, and procedures for obtaining the permit. These vary based on the category of applicants, which include:Domestic tourists; Foreign tourists; and Other categories.

Other categories include labourers, business partners, priests/nuns, professionals, students, teachers, dependents/family members, traders/businesspersons, among others.

Each category has different requirements, validity periods, and applicable fees. Detailed guidelines, including required documents, are outlined in the Home Department notification dated August 14, 2025, and are accessible through the official ILP portal https://ilp.nagaland.gov.in/.

On September 20, 2024, the Nagaland Home Department notified that ILP would be implemented in Chümoukedima and Niuland districts with immediate effect, while its implementation in Dimapur district would be carried out under specified categories. However, full implementation continues to remain a significant challenge.
