Nagaland: Preparations to ensure smooth conduct of General Election

Noklak, February 8 (MExN): Election Expenditure Observer for 56th AC Noklak and 57th AC Thonoknyu, Arvind Kumar Gehlot, IRS held a meeting with DC & DEO Noklak K Mhathung Tsanglao, Retuning Officer for 56th AC Noklak Vikhoto Richa, Returning Officer of 57th A/C Thonoknyu C. Wangan, Assistant Expenditure observers of 56th AC & 57 AC, Accounting team and all the political parties at DC conference Hall, Noklak on February 8.

A DIPR report stated that Election Expenditure Observer, Arvind Kumar Gehlot explained in detail the procedures and rules on the expenditure of the candidates during the time of the election campaign. He elaborated on how to maintain the bank account of all the candidates. He also spoke on the ground that if the candidates did not follow the guidelines of Election expenditure then it will even go for disqualification of their candidates.

DC & DEO Noklak, K Mhathung Tsanglao explained in detail the rates of hiring and charges during the election campaign of the candidates. He informed the political parties in regard to the inspection of the expenditure of candidates. DC & DEO Noklak elaborated on how to get permission from respective ROs of 56th AC Noklak and 57th AC Thonoknyu or through the Suvidha App. He also spoke on the daily and overall expenditure of the candidates and its limitations.

Chümoukedima: The Election Commission of India has appointed three observers for 4-Ghaspani-I and 5-Ghaspani-II Assembly Constituencies for the smooth conduct of the General Election to Nagaland Assembly Election 2023. 

Jitendra Kumar Singh, IAS was appointed as General Observer, Satish Kumar Gajbhiye, IPS was appointed as Police Observer, and Sunil Kisan Agawane, IRS-IT has been appointed as Election Expenditure Observer. 

A DIPR report stated that the Observers have arrived and are stationed at the Police Officers' Complex, Chümoukedima. Any political party representatives/election agents who have queries/complaints can approach the Observers on mobile phone numbers as mentioned below - 08837272249 (GO), 09366897123 (PO), 07005109686 (EEO) or in person at the Police Officers' Mess, Chümoukedima between 10:30 am to 11:30 am on working days.

Mon: DC & DEO, Mon, Ajit Kumar Verma IAS has informed all the concerned that Election Observers in various capacities in respect of Mon have arrived on February 6.

Mokokchung: DC & DEO Mokokchung, Shashank Pratap Singh IAS has informed all concerned that Election Observers have arrived and are stationed at GA rest house Mokokchung.

The DC & DEO Mokokchung, Shashank Pratap Singh, IAS has also informed presiding officers and polling officers to duly perform their assigned election duty for the conduct of the General Election to the 14th Nagaland Legislative Assembly.

As per Section 28, A of the Representative of People Act, 1951, the officials so appointed are deemed to be on deputation to the Election Commission of India and shall be subject to the control, superintendence, and discipline of the Election Commission. Section 26 of the Representative of People Act, 1951 empowers the DEO to impose all obligations of such office irrespective of their consent, at the peril of prosecution under Section 134 of the said Act in default. This principle equally applies to any case of refusal to attend training classes, as it is part of the obligation of such appointment as polling personnel. Training is scheduled to be held on February 11 and 12 at Mayangnokcha GHSS.

The order stated that all Heads of offices/nodal officers of various departments shall depute all drafted officials under their respective establishments to attend the training positively. Any failure to attend such training/perform such duties shall be liable to prosecution under appropriate sections of election laws.

Kohima: In connection with the ensuing General Election to the 14th Nagaland Legislative Assembly Election 2023, DC & DEO Kohima, Shanavas C IAS has informed all political parties, candidates, and the general public that Election Observers have arrived for Kohima district and can be contacted for any election-related matters and can also be visited for election-related queries at the given contact numbers and venues as follows:

Kiphire: Concerning the ensuing general election 2023, Assistant Expenditure Observer training for 59 & 60 AC was held on February 8 at the DC’s conference hall, Kiphire, stated a DIPR report. 

Expenditure Observer BK Vishnu Priya IRS briefing the team directed the members to take note of all the guidelines and inspect, check and see that everything goes in accordance with the model code of conduct. She advised to record all the contact numbers and social media accounts of Candidates and check. 

EO Vishnu also said various team members to create separate WhatsApp groups for 59 and 60 AC, to avoid confusion while reporting. "Ensure proper channel of communication among the team." EO has said short interaction followed after the briefings.

Postal Ballot 

Mokokchung: DC & DEO, Mokokchung Shashank Pratap Singh IAS has informed all concerned who have applied Form 12 for the postal ballot that the tentative scheduled dates and venue for the casting of votes will be as follows.

2nd NAP personnel on February 20 at 2nd NAP Camp, Alichen, DEF, Home guard, Fire service, NPTO personnel on February 21 at Town Hall, Mokokchung, DC/DEO staff, Sector officers, EEM Teams, Drivers on February 22 at Town Hall Mokokchung, 13th IR Yajang personnel on February 22 at 13th IR Camp Yajang, Polling Personnel on February 23 at Town, Mokokchung.

The timing for the casting of votes on the mentioned dates will be from 9:00 am to 4:00 pm.

Singh also informed all concerned that the tentatively scheduled dates to facilitate voting of Postal Ballot by absentee voters in the category of Senior Citizens, PwDs and COVID-19 suspect or affected persons will be as follows, February 21 at the address of AVSC/AVPD/AVCO applicants for 1st visit and February 22 for 2nd visit from 8:00 am to 4:00 pm.

Dimapur: DC Dimapur, Sachin Jaiswal, IAS has notified that in the interest of public service, a facilitation center will be set up for the casting of votes through postal ballot. 

In this regard, the DC informed all the election-related officials who are desirous of casting their votes using postal ballot, for the ensuing General Election to the Assembly Constituency 2023, to collect FORM-12 from Postal Ballot Cell at the Office of the DC & DEO Dimapur and submit the filled form, latest by February 10 at the Office of the Deputy Commissioner & District Election Officer, Dimapur. 

A photocopy of the following documents should be submitted for issue of the FORM-12 and acceptance of the same: Appointment Order and Photocopy of EPIC.

Shamator: The General Observer along with the District Magistrate, Nodal Officers, Sector Magistrates, and all concerned officers held a brief meeting at DC’s Conference Hall Shamator on February 7. The Observer took note of all the situations and briefed about the preparedness for the peaceful and successful conduct of the upcoming election. 

Phek: DC & DEO Phek, Kumar Ramnikant, IAS has notified that there will be a special training on 10th February 2023 at GHSS Phek for presiding officers and other polling officers who were absent during the first phase training conducted on February 3, for which a show cause notice has been served against all absentees in this regard. Therefore, if anyone fails to turn up on February 10 as scheduled, stringent action shall be initiated as per the provision under Section 134 of the Representation of the People Act 1951.
