Nagaland RD Department sets up enquiry committee to probe PMAY-G allegation

Kohima, July 12 (MExN): The Nagaland Rural Development (RD) Department has formed a four-member Departmental Enquiry Committee to “enquire into allegation levelled against the Department on the implementation of PMAY-G programme and misappropriation of fund” in the State. 

The committee been tasked undertake the enquiry and submits its report with 30 days period, informed a notification from the Commissioner & Secretary, RD Department Neposo Theluo on July 12. 

The committee will be headed by Commissioner & Secretary RD Department, while Arenla Longkumer, Deputy Secretary RD is the Member Secretary. The two other members are Manhom Konyak, Deputy Director, DRDBs (Directorate of Rural Development Blocks) and Er Vikerhe Venyo, Executive Engineer, DRDBs 

As per a notification, the Terms of Reference (ToR) of the committee include ascertaining “the exact period and the amount mentioned in the allegation i.e. fund received from Central and State Government and the fund utilised under the programme.”
Further, it will examine the mode and manner through which implementation of PMAY-G (Pradhan Mantri Awaas Yojana Gramin) was carried out vis-a-vis adherence to scheme guidelines. 

The committee will also cross check all the relevant records pertaining to the implementation of PMAY-G with special reference to target of 2016-17 to 2019-20, it said. 

It was also given the responsibility of identifying whether there was any lapses in the course of implementation of the programme or suggests measures for improvement in the better implementation of the programme.

The committee has been set up over a month after a newly-formed organisation called Nagaland Transparency' Public Rights Advocacy and Direct Action Organisation (NTPRADAO) in June 8  alleged  “financial scam” in the implementation PMAY-G Scheme in Nagaland and demanded an Special Investigation Team to look into the matter.

The organisation had alleged that a total of Rs 74, 73, 07,700 for 21,748 beneficiaries under the PMAY-G housing scheme was embezzled by former director of the RD department and others officials and further accused the incumbent RD director of shielding them. 

In a clarification on June 15, the RD Department denied the allegation and stated that such “poorly researched allegations by defaming its officers of 'financial scam' is unbecoming of any respected individual or organisation.”
