Provides Rs 2 lakh free life cover to breadwinners
Kohima, July 20 (MExN): The Finance Department, Government of Nagaland has notified a revised framework for the Chief Minister's Life Insurance Scheme (CMLIS) for 2026-27, extending free life insurance cover to eligible household breadwinners across the state along with accidental insurance protection for breadwinners and up to three family members.
According to the notification issued thorough the state IPR, every insured breadwinner will get life insurance coverage of Rs 2 lakh in the event of death due to any cause, with the entire cost borne by the government.
An additional accidental insurance cover of Rs 2 lakh each has been extended to the breadwinner and three eligible family members, covering accidental death and total disability, the notification said, adding that the premium will be borne by the government.
Cases of accidental dismemberment and paralysis will be covered up to Rs 2 lakh, while partial disability claims will be eligible for coverage up to Rs 1 lakh, it said.
The age criteria broadly follow the norms of the Pradhan Mantri Jeevan Jyoti Bima Yojana and the Pradhan Mantri Suraksha Bima Yojana, setting the eligible age at 18 to 50 years for life insurance and 18 to 70 years for accidental insurance. The upper age limit for life insurance, however, has been relaxed for serving government employees not covered under the State Government Salary Package.
The scheme covers major breadwinners of households or families who are indigenous inhabitants or permanent residents of Nagaland and hold a valid Indigenous Inhabitant Certificate or Permanent Residential Certificate, the notification said, adding that dependents of eligible breadwinners may also be brought under coverage as per operational guidelines. Accredited journalists working within the state have been made eligible, subject to portal validation, it said.
Government employees posted outside Nagaland in official state establishments, along with work-charged, casual and contractual employees not covered under the State Government Salary Package, will also fall within the scheme's ambit. Regular government employees already covered under the Salary Package remain excluded, as do beneficiaries found to have submitted false declarations or forged documents, or those who bypass the prescribed verification process, it added.
Registration and validation will be carried out entirely through the official CMLIS digital portal, incorporating Aadhaar-based authentication and mobile OTP verification, with beneficiary validation subject to online approval by designated authorities, it said.
The portal will maintain complete audit trails and digital approval records, with the Finance Department serving as the final accepting authority, it said, adding that a household has been defined, for the purpose of the scheme, as a family unit living together and sharing a common kitchen, subject to fulfillment of prescribed criteria. Registration and validation under the scheme will be carried out through the official portal, cmlis.nagaland.gov.in.
On claims, the notification said accidental insurance claims will generally require a post-mortem report, though an inquiry report issued by a competent Executive Magistrate or Administrative Officer may be accepted where a post-mortem is not feasible for genuine reasons. The District Administration has been tasked with facilitating verification and claims processing in such exceptional cases.
The notification further warned that any individual or official found involved in fraudulent activity at any stage of registration, validation or claims processing will be held liable and prosecuted under relevant provisions of law.
Detailed operational guidelines covering registration, portal validation, enrolment and the broader implementation architecture will be issued separately by the Finance Department in due course, it added.
