Nagaland simplifies ILP process further for smoother access

Following the concerns shared by various quarters concerning the implementation of the Inner Line Permit (ILP), the Nagaland State Cabinet has decided that the further streamlining of enforcement in erstwhile Dimapur district, including Chümoukedima and Niuland. 

At its June 12 meeting, the Cabinet was briefed by the Home Department on the present status of the ILP implementation in the State.

After thorough discussion, the State Cabinet directed the further streamlining, which among others, included additional categories in ILP portal, revenue sharing, employer certification, offline issuance of ILP till Smart Cards for creation categories  and so on. (See table) 

Nagaland State Cabinet direction for further streamlining of ILP enforcement

(1)    The ID Card of the concerned employee is enough for the family and dependents of the Central/State Govt. employees in lieu of ILP.
(ii)    Heads of public or private companies duly registered can stand as guarantor for their regular employees.
(iii)    The ILP online application portal will include additional categories not reflected so far such as Drivers, Lawyers, Architects, Skilled Professionals, Housewives, Unemployed individuals, Non-School going children, Tenants, Social Workers and Private Sector employees, Private Bank employees, Consultants, among others.
(iv)    Allow for employer certification provided such certification is supported by landlord/house owner.
(v)    Observing many non-Nagas have availed the Indigenous Inhabitant Certificates, the Cabinet directed the Home Department to get matter thoroughly checked by Commissioner, Nagaland and submit comprehensive report to the Government.
(vi) Revenue sharing between the Government and the Village Councils for levy of fee for maintaining village register of ILP holders in the ratio of 2:1 between the Government and the Village Councils.
(vii) For floating population, a suitable work permit will be issued subject to guarantor by the landlord/house owners/companies/firms.
(viii) Transit passengers may be exempted from producing ILP
(ix) Allow offline issuance of ILP till Smart Cards are issued to Category I & II.
(x)    The Home Department O.M dated 06-02-2020 will be superseded by the 20-09-2024 notification on ILP.
(xi)    The Cabinet also approved the Draft Temporary Certificate and Application Form for Category-1 and Category-II.
