Nagaland’s forensic gaps delaying justice, says NPP

Dimapur, November 7 (MExN): The National People’s Party (NPP) Nagaland has expressed concern over the lack of adequate forensic infrastructure across the State, stating that the absence of forensic laboratories in Kohima and other districts has severely hindered and delayed criminal investigations.

In a press release issued by its Media & IPR Cell, the Party said the delay in investigations caused by the limited forensic facilities has undermined the timely delivery of justice. It stated that in several recent murder and criminal cases, investigation teams were compelled to wait for hours as the forensic unit had to arrive from Dimapur.

“These delays are further compounded by traffic congestion, poor road conditions, and landslides — often resulting in the loss of crucial evidence and prolonged investigation timelines,” the NPP said. “Such shortcomings not only weaken the justice system but also erode public confidence in law enforcement agencies.”

While acknowledging the assurance made by Deputy Chief Minister in-charge of Home & Border Affairs Y Patton, as reported in a local daily on November 6, regarding the government’s intent to strengthen forensic facilities, the NPP urged that the matter be treated with “utmost urgency and top priority.”

The Party also appreciated the “commendable efforts of the lone State Forensic Science Laboratory, Dimapur,” for continuing to deliver its best despite limited infrastructure, manpower, and technical facilities. It further acknowledged the dedication of its staff in assisting police and investigative agencies in solving complex cases under challenging circumstances.

Nevertheless, it pointed out that the Dimapur laboratory requires urgent upgradation to effectively meet the growing demands of modern criminal investigations. The NPP noted that the laboratory currently lacks advanced forensic tools, specialized divisions, and adequately trained personnel necessary to handle increasingly complex cases. “Strengthening this vital institution is essential to ensure efficiency, transparency, and credibility within the justice system,” it stated.

The Party also put forward several recommendations for the government to consider. It called for the immediate establishment of regional forensic laboratories in Kohima and other key districts to ensure timely, decentralized, and accessible investigation support. It further urged comprehensive upgradation of the State Forensic Science Laboratory, Dimapur, with state-of-the-art facilities including DNA testing, cyber and digital forensics, toxicology, and ballistic divisions.

It recommended recruitment of qualified forensic experts and continuous training programs for police personnel and investigators to enhance professional standards and accuracy in evidence handling. The NPP also called for improved inter-departmental coordination among the police, prosecution, judiciary, and forensic departments to expedite case disposal and uphold the integrity of investigations.

Further, the Party urged the government to allocate a dedicated forensic science budget and include forensic development as a priority area within the State’s law and order and criminal justice policies. It also suggested awareness and sensitization programs to educate citizens, law enforcement officers, and legal practitioners on the importance of forensic evidence in ensuring transparency, fairness, and accountability in justice delivery.

“NPP Nagaland reiterates that justice delayed is justice denied,” the statement said. “Unless the State urgently strengthens its forensic infrastructure, the law enforcement system will continue to face inefficiency, delays, and loss of public trust.”

The Party appealed to the Government of Nagaland to address the matter as a top public priority.
