
Kohima, June 27 (MExN): The Election Commission of India has launched the National Electoral Roll Purification (NERP) programme 2016 from March 1 which will conclude on August 31. Purity of electoral process is directly dependant on the health of electoral rolls and the Election Commission has been endeavouring to improve its fidelity by focused efforts to increase the enrolment of all eligible citizens and remove multiple and ineligible entries and data errors by following laid down procedures.
The exercises include correction of errors including repeat images which will also be corrected, missing photographs will be collected; poor quality of images will be replaced by good quality photographs. Another thrust is identification and enrolment of persons with disabilities (PwDs) for which the designated District Welfare Officer and some Child Development Project Officers have been charged to take the lead with respective DCs/ADC & DEOs. To facilitate the programme, Special Campaigns in respective polling station locations are scheduled on July 9 and July 23.
In this connection, all eligible citizens are requested to visit the concerned polling stations on any of the campaign dates for necessary action. Also the Commission solicits voluntary disclosure of their multiple entries in the E/Rolls, if any, for deletions. All such disclosures leading to deletions shall be given 'Appreciation Certificates' by the Election Commission. Vide sections 16, 17 and 20 of the Representation of the People Act 1950, it is mandatory for eligible citizen to register name only once in E/Roll in the place of residence. Similarly a businessman or a government employee has to register in place of business or posting place only.
The Commission also gives special attention on identifying and registering persons with disabilities, service voters and marginalized sections like disadvantaged sections, migrant labourers and the youth. The Election Department appeals to all the SVEEP partnering Government Departments, Political Parties, NGOs, church organizations, PSUs, Organizations of Security Forces, all AHoDs, HoDs, District Election Officers, EROs, AEROs, Supervisors, BLOs, Campus Ambassadors, VRECs to not only bring the message to the notice of their employees working under them/members within their reach/their contact members down to the grassroots level, but also motivate them for necessary action so that the goals of the NERP exercises are achieved.
The AHoDs, HoDs are strongly requested to issue necessary orders directing all employees under them including subordinate offices in the districts to strictly comply the statutory requirement of registering names as per sections of the RPA. Other than the election machineries, all partnering government departments, AHoDs, HoDs, Heads of Educational Institutes, NGOs and PSUs are requested to submit action taken reports including suggestions if any in connection with NERP and SVEEP activities to CEO office at earliest for submitting a consolidated report to the Election Commission of India.
