New authority to scan land acquisition, compensation

DIMAPUR, JUNE 26 (MExN): Nagaland Government has renamed the ‘Capital Complex Authority’ as the ‘State Land Acquisition Authority’ with seventeen members to be headed by the Chief Minister as Chairman. Minister for Planning and Minister for Land Revenue are among the other members with the Development Commissioner as Member Secretary. According to an official news bulletin, the terms of reference, role and responsibility and authority of the State Land Acquisition Authority (SLAA) include among others, examining all proposals for land acquisition including compensation for buildings standing in the land to be acquired for the purpose of developmental projects or public amenities or works of public benefit.

The authority will also decide on the area of land required to be acquired and allotted to various departments and agencies for developmental and public utilities. It will also be the deciding authority to approve land compensation rates for various categories of land proposed to be acquired.
It will further determine additional areas of land to be acquired for future developmental projects and to review the utilization or otherwise of land acquired and allotted to various departments which have remained unutilized for more than 3 years and decide on their cancellation or extension if found unwarranted.

The terms of reference also include direct enforcement of building bye-laws and directives for construction of government directorates and offices/establishments particularly in the new capital complex area and to effect eviction of encroachers of government land within the State. The State Land Acquisition Authority will also prepare master plans for District headquarters, administrative headquarters and ensure adherence to the master-plan proposed by all concern. The jurisdiction of the SLAA shall extend to the whole State and also cover land and building required to be acquired by the State within and outside the State.
