NH-29: CSU signs agreement with NHIDCL, sets strict compliance timeline

Phek, June 22 (MExN): The Chakhesang Students’ Union (CSU) on Monday signed a six-point agreement with M/S Ratna Infrastructures Projects Pvt Ltd, the EPC contractor for NH-29 two-lane (Kohima-Jessami Road) Package 11, witnessed by the National Highways and Infrastructure Development Corporation Ltd (NHIDCL), binding the contractor to complete all physical works on the project by September 24, 2026.

The agreement, reached following the expiry of a 14-day ultimatum issued by the CSU to NHIDCL on June 2, 2026, and NHIDCL’s reply dated June 16, directed the EPC contractor to undertake emergency repair and restoration of the road within 48 hours to make it motorable, including filling of potholes, proper drainage maintenance, clearing of blockages, and removal of non-functional machinery from the site. A repair activity report with geo-tagged photographs is to be submitted to the CSU, which will carry out a verification visit after the deadline.

Under the terms of the agreement, all required machinery, plant and materials for project execution must be mobilised within 72 hours, with geo-tagged photographs submitted to the CSU as proof of deployment. Adequate manpower must also be deployed at the project site within the same 72-hour window, with a name list of labourers to be furnished to the CSU for verification.

The agreement further holds the EPC contractor fully responsible for any accident, loss or damage arising from improper road maintenance throughout the contract period, and makes it liable for compensation in respect of any such misfortune reported with evidence.

To monitor compliance, the CSU said it would conduct joint inspections alongside NHIDCL and the EPC contractor once every 20 days, with the next scheduled inspection fixed for July 13, 2026.

The CSU warned that failure to comply with any of the six conditions would render the agreement null and void, and that NHIDCL and the EPC contractor would be held fully responsible for any consequential action initiated by the union.

The agreement was signed by CSU President Povozo Soho and a representative of M/S Ratna Infrastructures Projects Pvt Ltd, with NHIDCL as witness.
