District Administration of Niuland has initiated a series of seminars for village functionaries across all sub-divisions and EAC Circles.
Niuland, October 24 (MExN): The District Administration of Niuland has initiated a series of seminars for village functionaries across all sub-divisions and EAC Circles, aimed at strengthening grassroots governance and local self-government.
Under the direction of Deputy Commissioner Sara S Jamir, NCS, the seminars were conducted at Aghunaqa EAC Headquarters on October 23 and at Nihokhu EAC Headquarters on October 24, covering a total of 47 villages.
The sessions targeted Head GBs, GBs, Village Council Chairmen, and VDB Secretaries, focusing on key legislative frameworks and administrative procedures. Topics included The Village and Area Council Act 1978, The Rules for Administration of Justice and Police in Nagaland Act, 1937, and the roles, functions, and appointment of GBs.
Other critical areas covered were VDB Model Rules, Customary Village Court procedures, policing at the village level, and matters relating to the issuance of ST certificates, Indigenous Inhabitant Certificates (IIC), Permanent Resident Certificates (PRC), and Inner Line Permits (ILP) within the district.
The primary objective was to educate village leaders about the Acts and Rules that empower Village Chiefs and Councils, enabling them to function effectively as auxiliaries of the District Administration at the grassroots level. Participants were also sensitized to the limitations of their powers and the importance of functioning within the legal framework.
Resource persons were drawn from the District Administration, District Police, and Block Development Offices. The seminars were organized by Vitoka Yepthomi, NCS, EAC Niuland and In-charge EAC Nihokhu, and M Khenpa, NCS, EAC Aghunaqa, who also served as resource persons covering topics related to the District Administration.
