Civil Secretariat govt employees’ salary releases to be based on biometric attendance
DIMAPUR, JANUARY 27 (MExN): In a push towards the ‘No work no pay’ policy, starting February 1, release of salaries for all government employees, including officers, posted at the Nagaland Civil Secretariat will be linked to their biometric attendance record.
An office memorandum from the Home Department today informed that the government has installed biometric devices in 12 locations at the Civil Secretariat where employees are supposed to mark their attendance while coming to and leaving office. It however said that most employees have been avoiding the use of these devices.
The memo said that from February 1 onwards, all employees who have registered under the Aadhar based attendance system would have to mandatorily use the biometric devices.
On the first day of every month, the attendance records for the preceding month would be provided by the IT Department to the Home Department for scrutiny. With approval from the Chief Secretary, and if necessary with consultation of the concerned AHoD, the Home Department will forward the names of only those employees whose attendance is found “satisfactory” to the Bill and Cash Branch of the Home Department for processing of salaries.
The parameters for deciding satisfactory attendance, besides daily attendance, will also include maintenance of office timings, which is 9:30am to 4:00pm.
The salaries of those with “unsatisfactory/poor attendance” will not be processed and the list of such employees will be transmitted to the AHoDs, the memo stated.
Every employee, whose salary has been withheld, will be required to submit written reasons to the Home Department, as to why action should not be taken against them. These applications will be put up to the Chief Secretary for the decision to whether release their salaries or take any further action, which may include disciplinary proceedings.
It meanwhile informed those employees who are yet to register for the Aadhar enabled biometric attendance system to compulsorily register for the same by approaching the Biometric Attendance Control Room of the Directorate of IT&C, 2nd floor (next to NIC), not later than February 10. Such employees in the meantime will be allowed to continue marking their attendance in the registers maintained in their respective departments under the supervision of the concerned AHoD. After registry in the biometric system, all employees would have to register their attendance in the devices immediately.
The memo finally cautioned that failure to register themselves in the biometric system would result in those employees having their salaries not processed for the month and would be liable for further action.
