More details have emerged in connection to the alleged sexual misconduct case pending against the former Deputy Commissioner of Noklak. According to the latest information acquired by The Morung Express, the FIR was filed on July 28 and the Noklak police registered a case under IPC sections 354, 511 and 376 along with the Protection of Children from Sexual Offences Act, was registered at the Noklak Police Station on August 1.
The initial police inquiry points to the incident to have occurred earlier this year, sometime in February-March. The victims were two sisters, a 14 year-old and a 17 year-old.
As per the preliminary police report, the younger of the two was employed as a domestic “day time helper” by the accused.
They were allegedly propositioned by the accused on separate occasions using cash and gifts as lure. The younger victim in her statement to the police maintained that the alleged sexual misconduct occurred on the third day of her employment in the residence of the accused.
The elder victim’s version stated that she was also asked, through her younger sister, by the accused to work at his residence. As per her statement, the accused made sexual advances on her on the third day.
As many as three people, including the victims’ parents, were questioned by the police during the preliminary inquiry.
The preliminary report said that the FIR filed by the victims came attached with a report from the Centre Coordinator, Sakhi One-Stop Centre Tuensang. The Khiamniungan Menyiu Hoikam (KMH) had also written to the Superintendent of Police, Noklak on July 28. In the letter, the KMH claimed that it had initially taken up the matter but could not pursue it “due to intervention from different corners.”
The Child Welfare Committee, Tuensang, also wrote to the SP calling for speedy and unbiased police investigation.
It could not be ascertained whether the accused official had responded to the summon issued by the police.
Meanwhile, the Khiamniungan Menyu Hoikam (KMH) organized a silent protest at Noklak headquarter on August 3 to “demand justice for the two minor girls.”
