NSF outlines agenda for 2017-2019

Lays emphasis on human resources, ILP issue, backdoor appointment

The Naga Students’ Federation (NSF) today put out a six point agenda to be undertaken on priority during 2017-2019 with special emphasis on the Naga political issue, Inner Line Permit regulation, backdoor appointment, education, road condition etc.

Addressing a press conference here today, NSF President, Kesosul Christopher Ltu reiterated the NSF’s stand for a logical, honorable, acceptable and inclusive solution to the Naga issue. The same was intimated to interlocutor RN Ravi as well, he informed.

He further said that the present tenure of the NSF would focus particularly on human resources, i.e. school education, higher and technical education. This includes streamlining and rationalization of teachers in government schools. Ltu said that the federation along with the federating units and village units will undertake physical verification and those schools and teachers not performing will be strictly taken into account.

The NSF said it would also monitor the procedure on distribution of text books, uniforms, midday meal and other centrally sponsored schemes.

In higher education, Ltu said that one of the major concerns is the marking system. “When it comes to marking system our students find it very difficult to pursue higher studies because of the percentage. Though they perform well, the marking system has been done in such a way that the students are also not able to get admission in the premier institutions outside the state,” he stated.

Regarding technical education and allocation of seats for technical courses, the NSF President said: “any seat that is allotted to the state has to be a Naga. The case of adoption also does not arise. Because the stand of the NSF is very clear. Nagas by blood and not by adoption and that is to be implemented in the technical education department as well.”

He meanwhile added that the performance of polytechnic institutions and NIIT Chumukedima will also be monitored by the federation.

On Nagaland University, the NSF lamented the despite the NU and Tezpur University being established in the same year (1994), when it comes to infrastructure, there is a big gap between the two.

Regulation of ILP

Regarding the ILP issue, the NSF lamented the casual attitude of the district administrations and the state government.

Ltu informed that the federation would form an ILP Regulation Committee. “We will also check how the police are handling ILP issue in the check gates,” he said. The NSF also blamed that local guaranters as those responsible for lapses in enforcement of ILP.

Regarding ILP defaulters, Ltu said the major issue is influx of illegal immigrants. There has to be different yardstick while penalizing the defaulters of ILP and defaulter of illegal immigrant, he said adding that the state government should take cognizance of applying different yardstick for ILP defaulters and illegal immigrants.

Education committee, PGC

The NSF has formed an education committee with three members to look after the entire education sector and students welfare.

Backdoor appointment

Regarding backdoor appointments, the NSF President cited the state government’s office memorandum dated June 6, 2016.

Last year, he said the NSF had identified ten departments with regard to backdoor appointments. Two departments have already withdrawn the appointments and other departments have also issued show cause notice to the appointees, he added.

“However, this issue will be taken up again by the new team and the other departments will also be monitored in the same yardstick,” he said.

Road condition

Expressing concern over the pitiable road condition in many parts of the state, Ltu said: “We understand the natural calamities and incessant rain deteriorates the road conditions. We also understand the position of the department as well.”

However, the NSF President said that necessary measure should be taken up, and assured that the federation would take up the road issue with the concerned department.
