DIMAPUR, SEPTEMBER 30 (MExN): The Nagaland Social Welfare Officers Association (NSWOA) today opposed the appointment of a soon to be retiring Additional Director of Social Welfare to the post of consultant and State Project Director for Poshan Abbhiyan under the Department of Social Welfare.
A press release from the NSWOA President, Michael Zaren and General Secretary, Tosheli Zhimomi stated that this appointment violates the government’s own Office Memorandum (OM) and the procedural norms and guidelines of Poshan Abbiyaan which clearly states that the State Project Director must be an incumbent Government employee as per Annexure XXIV.
It informed that the concerned officer is retiring on September 30, and the appointment violates the aforesaid guidelines.
It reminded that on July 30, the NSWOA had resolved not to allow deputation from other cadres/re- employment of retirees to man the department or any CSS flagship programmes or sub- schemes. A representation in this regard was submitted to the government on August 11, taking cognizance of the OMs dated February 26, 2001 and March 15, 2012 for strict adherence to the ban on extension/re- employment of retired officials irrespective of designation. With this in mind, the NSWOA informed that the “incumbent over stays her employment length by six months as she retires on September 30 and her re-appointment is made for a period of 6 months with effect from October 1, 2019.”
The NSWOA therefore appealed to the government to immediately revoke the said appointment order, to “enable smooth transition of cognate official duties and responsibilities at the top hierarchy.”
It cautioned that any abstraction, deviation or circumvention in this regard would not be accepted and would compel the association to initiate protest in a phase wise manner.
