Dimapur March 15 (MExN): Reacting to the rejoinder issued by the Registrar of Nagaland University, the NUTA stuck to its earlier stand, that there was a total administrative failure and mismanagement in the institution in various forms.
Pointing out various anomalies, the NUTA stated that the University authorities itself was well aware that the screening committee had rejected the unqualified applicants but Professor GD Sharma had overruled the recommendations and selected and appointed the unqualified teachers violating UGC guidelines and university statutes. “The registrar himself is included in the list of unqualified candidates for the post of Registrar” maintained Rosemary Dzuvichu and Dr Akali Sema, President of NUTA Kohima and President CEC NUTA respectively. It added that on July 25, 2002 the High Court had passed a ruling that the statute of 6A of the NU was not applicable for selection for the registrar who was at one point of time the Controller of Examinations.
It questioned the Registrar to enumerate the developmental activities being undertaken, why the basic needs like classroom chairs, computers for teachers and students, teaching aids, books have not been provided by the authorities. “Or does development for him include expensive wooden paneling in the offices of the VC, Finance Officer or himself, purchasing expensive vehicles, laptops and so on while water drips in academic departments with no maintenance” the NUTA queried. The NUTA also stood by the fact that Rs 20 crores of assets were still untraceable as per audit reports and the fact that NU accounts could not be passed to the CAG from 2001 till 2005. “The Registrar has no right to talk of the rules in the University system because he has violated these very norms to occupy the chair” the NUTA stated reminding that it was well aware of the statutes and acts regarding Nagaland University.
In regard to the explanation given by NU authorities on the two management institutes, the NUTA terming it as ‘irrelevant’ maintained that the two have not yet been set up leading to queries by the MHRD which included directives to start the said institution before July 2006.
