NVCO lauds government’s decision to terminate employees appointed without sanction post

KOHIMA, JANUARY 24 (MExN): The Nagaland Voluntary Consumers’ Organisation (NVCO) said it appreciate and support the state government’s “herculean decision” to terminate the employees appointed on regular basis without sanctioned post and employees appointed against supernumerary posts.

In a press release, the NVCO appealed all departments to co-operate with the state government. It stated that besides backdoor appointments, the appointments without sanctioned posts and against supernumerary posts was another common practice which remained unchecked since inception.

Stating that this practice is solely a case of corruption, the NVCO in a press statement through its president Kezhokhoto Savi said if such illegal practices are done away with, then a huge rate of corruption would come down especially in public employment.

The NVCO also said it looked forward to see fairness in the forthcoming recruitment of constables in seven departments include Nagaland Police, Home Guards, Fire & Emergency Services, Prisons, Forest, Civil Defence and Lokayukta.

It highlighted that public employment involves corruption such as Abuse of power – using position or status to discriminate somebody or gain something from that person; Nepotism – giving jobs to relatives and family members; Favoritism – giving unfair opportunity to friends, etc; Extortion – obtained by force, threats or unfair means; Bribery – taking money to give people’s job, profession, treatment or dishonestly persuade someone for help through cash and selling government jobs, etc.

The NCVO also reminded that Article 16 of the Constitution of India provides that there shall be equality of opportunity for all citizens in matters relating to employment or appointment to any office under the state.

The process of public employment must be done by way of issuing advertisement inviting applications from all eligible candidates and holds a proper selection where all eligible candidates get a fair chance to compete.

Any appointment made without advertisement and without inviting applications from open market is backdoor appointment/irregular and amounts to infringement of Article 14 & 16 of Indian Constitution, it pointed out.
