Opinion on Dimapur District HQ shifting dubious wrangles

Much had been said and done and bundles of writes up from various corners published in the daily news papers in regards to the Government of Nagaland Home Department ordered for shifting of Dimapur District HQ Office to Chümoukedima. It pertinent fact to note that, while bifurcated the Dimapur District from Kohima, during Congress regime under the Chief Ministership of Dr SC Jamir, it has been clearly mentioned that Chümoukedima would be the District HQ and subsequently constructed the huge Deputy Commissioner Office building at Chümoukedima. Dimapur based various Civil Society Organisations have been vehemently opposed time and again for shifting of District HQ Deputy Commissioner Office to Chümoukedima at new complex. There might have been genuine reasons of keeping the Dimapur District HQ in present Office and this approach should not taken in a tribal line or against the wishes of the particular community. As a norm of democratic institution, majority wills must win the issue and prevail accordingly but there are numbers of provisions to ease the bone of contention and alternative must be arranged for the interest of the general public and administrative convenient. Moreover, many negative comments had been made on the social media channels against the particular community which should be avoided by one and all in any means as a Christian State and civilized society. And it is a natural human instinct to have a dubious opinions on any issues but particularising individual or community in allegation and scratching out negative character of others is a mere ism and this manner of petty urchin be stopped, and matured and civilized people would not do that. And while majority is expressing their views and opinions, it should not be termed as against single community simply because majority of the inhabitants of proposed location is theirs. And while expressing views and opinions for common concerned and public it should not be s fortune-seeking bounder.

While expressing my empirical views, I would like to suggest few opinions which to be noted and pondered by the concerned authorities and light minded citizens for better implementation of the views in order to avoid further escalation and dubious tussle among the Naga families. It is bird’s-Eye Views that, majority of our citizens are living in Dimapur city as citizens have to travel grievances for another 16Kms for procurements of various certificates for students and others such as; Indigenous, Schedule tribe, Backward tribe, Birth certificates and land pattadar, licenses and Employment Card etc. And the only Railway Station of the State is in the heart of the city, where majority dwellers are easy accessible for travelling to outside Nagaland and maximum revenues are being collected from the Dimapur, due to bases of business establishments and from the Government land in the region. If Deputy Commissioner Office is shifted to Chümoukedima then Student community will suffer a lot in time consumption, money expenses and travelling trouble. Moreover, if Deputy Commissioner Office is shifted from Dimapur to Chümoukedima, then Commissionerate of Police, Judicial Magistrate, Election, Rural Development, Supplies, IPR, Jail and Superintendent of Tax Offices etc will compel to shift from Dimapur to Chümoukedima by virtue of Officer’s responsibility and demand as Deputy Commissioner is direct controls over the those departmental matters. And we must also keep in mind that, Deputy Commissioner and Commissionerate of Police establishments should be in Dimapur proper, while majority citizens are living and these two Officers offices must be stationed near to Assam border where constant crisis and escalations occurred time to time in the borders. While all the Dimapur District departmental offices are already established in proper Dimapur city, but setting up only Deputy Commissioner Office and named Chümoukedima as Dimapur District Head Quarter is not logic and hard to digest. It seems it has not been taken the decision by heart but by head simply because there is a feasibility of extension or space of further developments without considering other necessary points and negative impacts. 

Henceforth, Government of Nagaland the Chief, Chief Minister and his council of ministers must put heads together on this dubious issue and the New Administrative centre “Additional Deputy Commissioner (ADC) HQ must be established at Chümoukedima” and the present Deputy Commissioner Office Complex should be treated as Addl. Deputy Commissioner Office and the area of administrative coverage boundary demarcation should be properly marked and those villages near to Chümoukedima must be fall under its ADC HQ administration. As per population wise, Chümoukedima had a triple of population ratio compared to some Districts HQ in Nagaland and by doing this many dwellers of Chumu-Seitikema regions shall be eased in terms of travelling, time consumption and financial safety while rushing to DC Office Dimapur. If I am not mistaken, Chümoukedima-Seithekima areas are still under rural area. After the establishment of ADC HQ, the deemed fit various departments should granted, subsequently Chümoukedima Town must be converted into Urban area as we have enough required population for establishment of medium town and various development schemes under Town planning can be claimed and accelerate the development in the region. Therefore, setting up New ADC HQ is only option to ease the bone of contention and can be speedy on infrastructural facilities and employment opportunity would be provided to the educated unemployment youths.
