Phek DC complex construction under vigilance scanner

Ongoing construction of the Phek Deputy Commissioner (DC) Complex is reported to have come under strict vigilance enquiry following alleged release of Rs. 27 Lakh to contractors for electrification and water supply before the completion of the building.

Interacting with The Morung Express, Minister of Health & Family Welfare, Kuzholuzo Nienu alleged that the then EE (CAWD) issued work order and consequently released an amount of Rs. 27 Lakh even before the work began. It may be noted that work orders such as electrification, water supply and sanitation cannot be issued until the building is complete. Nienu asserted that the then EE (CAWD) had violated all norms and procedures of NPWD code by releasing the said amount illegally.

The Health Minister expects the Vigilance Court to initiate proceedings against the erring officers and expressed hope that they will be convicted or penalized as per law. He is confident that the Court will deliver justice to the people of Phek district.

The Vigilance Court had received letters from the Minister of Health and Family Welfare, Kuzholuzo Nienu, Deputy Chairman State Planning Board, Neiba Kronu, and Advisor to Chief Minister, Z. Lohe, through their respective personal secretaries who were summoned in connection with the TRL-3/2012 by the Vigilance Court.

Advisor to Chief Minister, Z. Lohe, stated that it was not unusual for politicians to give recommendation in writing or in verbal favouring concerned persons who may approach them. However he said that this did not mean that executive officers can violate rules and procedures. Lohe went on to state that anyone found guilty in the case should be punished as per law of the land. 

The Morung Express could not reach Neiba Kronu for comments. After the hearing on October 30, the next hearing is likely to be in November or December as per information from the member tribunal.
