The Phek District VDB Association (PDVDBA) today held its conference 2022 at Phek town with the participation of 99 villages and adopted various resolutions.
Among the many resolutions adopted at the conference, it stated that the VDBs should set up Vision Cell for 2050, must construct Village Traditional Gate, should set up Community Grave Yard, build Village Public Gallery (Amphitheatre), must construct Water Filtration Reservoir Tank, Must produce one Village one product, must have one family one project, must observe Village Sanitation Day, should construct Solid Waste Management, must declare Community Bio Diversity, must open Organic Vegetable Marketing shed, must have Digital Market link under Corporate Social Responsibility (CSR).
The House resolved that in commemoration of World Environment Day, every Village should observe as ‘Tree Plantation Day’ every Year on June 5. It also resolved that 2nd October will be observed as Gram Panchayat Development Plan (GPDP) Annual Action Plan Day for Sustainable Development Goals (SDG).
The house resolved to create new avenue possibilities to both men and women to Start Up new venture by providing soft loan through VDB fund and for which every village must keep a provision under corpus fund. The house resolved to celebrate 50th year of VDB formation tentatively on December 11, 2026 to commemorate the first VDB formation in Nagaland.
‘Phek has to be a performing district’
Speaking on the occasion as the special guest, Neposo Theluo, (IAS), Commissioner & Secretary Rural Development, Nagaland, said that Phek district being the starter of VDB institution in Nagaland, has to be a performing district. Stating that VDB institution has now turned into 42 years, he said that it is matured enough to stand on own now. He suggested that the VDBs instead of depending on government for grants should think on bringing out self sustenance programme by now.
He called upon the VDBs to make proper planning on developmental aspects projects by forming Village Planning Facilitation Team. He said that the ministry is strictly monitoring implementation of different projects and MGNREGA. He also called upon the concerned VDBs to extend their cooperation to the BDOs and DRDA for proper implementation of the various schemes.
Pointing out that many districts are unable to hold the annual VDB conference, he appreciated the Phek District VDB Association for holding it after a long gap and also recognizing the best performing VDBs from the 8 blocks.
He also urged the concerned VDBs to expedite filling of forms on Localization of Sustainable Development Goal (SDG) on nine different topics for national level awards. He challenged that every village should have vision document for proper channelizing of development and also to have income generation projects for self sustenance. He told VDBs to give utmost importance on Fixed Deposit to get matching grant. Talking on the impact of global warming, he called upon the VDBs to take up activities for protection of environment and wildlife.
Phek Deputy Commissioner Razouvolie Dozo informed that government being a “welfare government” has been extending different welfare programmes for the welfare and progress of the rural populace. He said that VDB has to focus for all round development of the villages and should work in proper coordination with the village councils and the authority of the district administration and DRDA. He encouraged the VDBs to maintain proper paper works. He also called upon them to abide by the VDB module rule.
Asking them to be sincere, he said “You have to be very sincere,” adding that planning process has to be strengthened.
Dozo also stressed on the need to minimize the diversion of fund and also called for proper utilization of the fund right its purpose.
Awards
DRDA Phek has conferred award to eight best performing VDB secretaries. The recipients include; Muluvoyi Shijo (Dzulhami), Besungoyo Puro (Kikriima), Lusuchu (Molen-Meluri), Zhovehü Kezo (Khulazu Basa), Tho-o Shupao (Zhavame), Yempantsü Thüvüri (Sutsu), Vikedu Thahu (Leshemi) and Niechotsu Venuh (Phek village). Kedoutsolhi Wetsah, VDB Secretary of Zapami village has been conferred as best performance of VDB secretary in Phek district.
Vekhrolo Koza, BDO of Pfutsero RD Block has been awarded as BDO outstanding performance in Phek District.
Phek DRDA Project Director, Razukhru D Vasa also spoke on the occasion and highlighted various schemes. The programme was chaired by PDVDBA Vice President, Kedoutsolhi Wetsah while welcome address was delivered by PDVDBA President, Tho-o Shupao. Acknowledgement was led by PDVDBA Vice President, Rusangoyi Medeo. PDVDBA General Secretary, Sheto Venuh read out the resolution of the House while vote of thanks was proposed by PDVDBA Finance Secretary, Nyomatho Ngouri.
