Politicians, officials violating govt’s memo on award of contracts: NCSU

Urges Nagaland CS to implement standing rules in toto

Kohima, August 30 (MExN): The Nagaland Contractors’ and Suppliers’ Union (NCSU) today alleged that the State Government’s standing memorandum on award the contracts and supply works are not implemented by officials and politician. 

In this connection, the NCSU has again requested Nagaland Chief Secretary (CS) to look into the matter seriously by issuing a reminder to all Heads of Departments/ Administrative Departments to follow the State Government’s Memorandum in toto and award the contracts and supply works only to the registered contractors and suppliers.

Non-implementation of the standing memorandum by any government officials and politicians should be at their own risks, it added. 

Giving a background of the issue, the NCSU highlighted that as early as 1985; the Nagaland CS had issued a memorandum stating that number of government employees were found engaged in executing contract and supply works in various departments.

The said memorandum also stated that it detected the execution of number of works in the names of officer’s relatives or by using fictitious names. 

To check such practices, the State Government circulated another memorandum (dated June 30, 1986) to all HoDs/AHoDs stipulating that all the contract or supply works should be awarded only to the registered contractors and suppliers holding identity cards of the NCSU. 

Further, Finance Commissioner on October 4, 1995 in pursuance of earlier Government’s decisions also informed that all the Government’s contract & supply works should be awarded only to the registered contractors and suppliers. 

Apart from these, there is another State Government’s rule that contract and supply works must awarded through Notice Inviting Tender (NIT) on open tenders only, the union stated. 

However, sidelining this rule, many of the Government officials and politicians illegally award the works to the “selfish contractors through table tender or backdoor means in order to gain these contracts,’ the NCSU alleged. 

It further stressed that NCSU has submitted several representations to the State Government against allowing such illegal practices and to take stern action against the corrupt officials and politicians.

However, so far, no action has been taken against the defaulters, it added. 

“Now, NCSU realised enough is enough, the matter seems to be serious that we cannot remain as mute spectators in this regard any longer,” it asserted. 

Accordingly, the union asked the CS office to consider their grievances seriously and issue another reminder to all HoDs/AHoDs to follow standing State Government’s memorandum in toto.

The NCSU is always ready to co-operate with the State Government to check and find out the defaulters in all departments of Nagaland, it assured. 

If the higher authority fails to implement the NCSU grievances, we have no other option but to seek legal action against the defaulters in the court of law, stated the NCSU’s representation to the Chief Secretary appended by its president Pele Khezhie and general secretary John Kath.
