Procedure set for handling references from VIPs

Kohima, July 1 (MExN): The Personnel and Administrative Reforms department, Government of Nagaland has requested all departments to strictly adhere to the government’s earlier instructions regarding procedure for handling the reference from VIPs.

It has been observed that many references received from the VIPs do not receive serious attention in the departments and directorates and as a result in many cases the information sought or replies are either never forwarded or made very  late. It has, therefore, been decided to lay down the following procedure for handling the references from the VIPs.

A VIP reference means a reference from President’s House, Prime Minister, Raj Bhavan, Chief Minister’s Office, Ministers of the Central Government or the State Government, members of Parliament and members of the Legislative Assembly and references of endorsements made by the Chief Secretary.

A separate receipt register for the VIP references will be maintained in the offices of the Secretary and Director which will be received by the Secretary and the Director on every Monday. Once in a month a report indicating the disposal of VIP references will be sent to the Chief Secretary in the prescribed format, latest by the 7th day of the following month.

The departments must send the reply to the VIP reference within a week of the receipt of such reference through the Chief Secretary and the minister-in-charge.

If the matter requires collection of information or a decision which is likely to take time, a provisional reply should be sent after the approval of the Chief Secretary and the Minister in charge.

If a letter or matter referred by at Raj Bhavan or Chief Minister’s office has originated from another VIP then the reply or interim reply may be sent to these offices before sending it to the originator.
