Prohibitory orders in Dhansiripar

DIMAPUR, FEBRUARY 23 (MExN): Prohibitory orders under section 144 of the CrPC were promulgated at K. Xexiye village and Kakiho village under Dhansiripar sub-division, Dimapur on Wednesday afternoon, February 23. An order from the Deputy Commissioner, Dimapur informing of the emergency measure was received here today.  The order stated that the prohibitory measure was implemented following reports of “intermittent firing” from firearms in the aforementioned villages.
 Apprehending “danger to human lives and property and disturbance to public tranquility” and any untoward law and order problems arising from the situation, the order restricted the congregation of five or more persons in the said villages. Stating that the promulgation will come into immediate effect, it however exempted magistrates, the police and the security forces from the purview of the order.
The situation is reported to have erupted from a land dispute between villagers residing on both sides of the border between Dimapur and Peren districts. Sources on condition of anonymity said that there is a long standing dispute with regard to land ownership along the foothills, which comes under Dhansiripar sub division on the Dimapur side of the district. The sources said that the boundary between Dimapur and Peren districts near where the reported firings took place is said to be undefined.
According to the police one Vikesel was reportedly detained by the villagers of the aforementioned Kakiho village on the night of February 22.   The circumstance under which the said person was detained is yet to be ascertained, the police said, though it was reported to have been on suspicion of ‘spying’ for another village, it was added. The person was said to have been roaming around within the village’s jurisdiction when he was detained.
Reportedly of Tenyiphe II village under Chumekedima, the detained person was however released today with the intervention of the police and the district administration. The story did not end there, however. The detainment and the subsequent release of the person are believed to have not gone down well with the residents of a nearby village, reportedly a new settlement christened as a ‘Jalukielo’ village. Residents of the said settlement are said to be a having a misunderstanding with K. Xexiye and Kakito villages over land ownership which are in close proximity to each other.
To express their resentment, the ‘Jalukielo’ residents reportedly resorted to blank firing in the air. The police said that they received a complaint of the firing, which occurred around 3:00 pm today, from the residents of the nearby two villages.
One platoon of IRB personnel led by the SDPO (Niuland) alongwith the SDO (Civil), Dhansiripar, OC Sub-Urban Police Station and ‘dobashis’ proceeded to the location to take stock of the situation Wednesday evening, Dimapur police further informed.
