Put DC transfer order on hold: Dimapur based CSOs to CM

Dimapur, July 31 (MExN):  The Dimapur Urban Council Chairmen Federation (DUCCF), Naga Council Dimapur (NCD), Naga Women Hoho, Dimapur Naga Students Union (DNSU) and GBs Union Sadar Dimapur have urged Chief Minister Neiphiu Rio to put the transfer of Dimapur Deputy Commissioner (DC) Anoop Khinchi on hold at least until the COVID-19 crisis gets over and the district returns to normalcy.

The Dimapur based Civil Society Organisations (CSOs) observed that since the beginning of the COVID-19 pandemic the Deputy Commissioner of Dimapur, Anoop Khinchi, has been leading and guiding all activities pertaining to the containment of the pandemic in Dimapur district.

They mentioned that Dimapur, being the most crowded city of the state, has ‘minimum casualties’ and sufferings to the residents and further lauded the efficacy of the DC as head of the District Task Force (DTF) in handling of returnees, their quarantining and subsequent movement of people to their respective native places.

“As the administrative head of the district who has been at the helm of affairs since the beginning of the pandemic outbreak, the incumbent DC is more aware of the ground reality and has gained sufficient experience to confront all kinds of emergency situation that may arise in the near future,” they argued.

The CSOs further warned that removing the DC at this juncture would prove to be disastrous not only for the district but also for the entire state. In this regard, they requested the Chief Minister to put the transfer order of the Dimapur DC on hold until the crisis gets over.

DDCF voices resentment 
Meanwhile, in a separate statement, the Dimapur District Citizens’ Forum (DDCF) on Friday said that the transfer and posting of the Deputy Commissioner of Dimapur has become like a “musical chair game.”

It observed that the DC Dimapur has been changed twice within 18 months for reasons best known to the concerned authority, and added that the district will see three DCs within a span of two years.

The DDCF expressed shock at the transfer of the administrative head who is also the head of the District Task Force, during the COVID-19 pandemic period.

It termed the rapid change of administrative head in Dimapur as a ‘step motherly treatment’, and appealed to the Government of Nagaland to treat the district of Dimapur “more seriously with more stable administration.”
