The article titled "NPSC issues Clarification" published in the Morung Express on 17th March,2017 and in the Nagaland Post on 18th March, 2017,by Khrupu Sothu, Secretary, NPSC, wherein the Commission has attempted to dually address as well as clarify the questions as raised by us and Imti and Sanen, is sadly devoid of satisfactory clarification as far as the matters and questions related to reservation policies as sought by us is concerned. However, as argued by the Commission, it is agreed and regretted that the statistics presented by Imti Jamir and Sanen in their article is baseless and wrong.
Herein again, we would like to ask the Commission to kindly clarify the following on CLEAR TERMS WITHOUT REFERENCE to any other article (s):
1) As per Clause 2, last para of the Commission's notification:"The above reservation is OUT OF 80% for indigenous inhabitant candidates." Regarding this, the commission is asked to kindly clarify whether the B.T candidates who have been deemed "qualified" in the recently declared result were selected as per this provision or not, that is, whether reservation for B.T candidates were made out of "80%" as mentioned in the notification or otherwise. Kindly clear the confusion in this regard.
2) While it is accepted that the total reservation is 40% (B.T-37%+P.H-3%), the selection of 205 candidates under reservation still does not hold ground.
Considering that 37% reservation should be made out of 80% as per the laid down reservation policy, only 153 BT candidates should have been selected; while 3% reservation for PH candidates should amount to the selection of only 15 PH candidates(approx).Ergo, as per the foregoing calculation, only 168 candidates (153-BT + 15-PH) should have been selected and not 205!Therefore,the Commission is requested to kindly provide a clarification on this evident anomaly and subsequently rectify it for the benefit of the candidates.
While it is common knowledge that NPSC does not formulate the reservation policies, the implementation of the same being at the discretion of the Commission cannot be denied and as such it is only right to question the Commission on its implementation and for which the commission is also ACCOUNTABLE; and therefore, it is obligatory on the part of the commission to answer. Lastly, the PSAN (Public Services Aspirant of Nagaland) is also requested to look into this serious matter as we assume that it stands for all the aspirants in Nagaland-qualified and unqualified alike. Likewise, all the concerned citizens are also requested to kindly look into this serious matter and help the aspirants in our fight for justice.
