Reservation in Nagaland ‘made with no end date’

Eighty per cent reservation for all Indigenous Scheduled Tribes of Nagaland was earmarked from July 26, 1967, and the “reservation was made with no end date,” Chief Minister and Minister-in-charge of the Department of Personnel & Administrative Reforms, Neiphiu Rio, informed the State Assembly on Tuesday.

Further, in 1973, the percentage of reservation was revised to 100% for Non-Technical Grade-III and IV posts and 80% for all other posts, he added in a reply to a starred question posed by MLA Achumbemo Kikon.

This reservation was made for all recognised Indigenous Scheduled Tribes of Nagaland, including Any Naga Tribe, Kuki, Kachari, Garo, and Mikir, the reply noted.

Additionally, CM Rio informed that reservation for the “Backward Tribes” (BT) in Nagaland began in 1977 with 25% reservation in non-technical and non-gazetted posts for seven tribes identified on the basis of “economic backwardness and also having insignificant representation in the services in the State for a period of 10 years.”

Further, 25% of 80% of all other posts were reserved for them. Presently, the BT reservation stands at 37%, with 25% for the seven Eastern Naga BT tribes and 12% for the other four BT tribes, he added.

The Minister-in-Charge of DPAR stated that job reservation in Nagaland is made on the basis of “Indigenous Scheduled Tribes” due to the fact that the population of Nagaland primarily consists of Scheduled Tribes.

BT reservation is based on insignificant representation of some tribes in government services, education, and economic backwardness.

There is also reservation for Persons with Disabilities as per the Rights of Persons with Disabilities Act, 2016, as well as for meritorious sportsmen and sportswomen.

Job reservation is earmarked on a tribe-wise basis and not district-wise, except for the Sumis of Kiphire, which is both tribe and district-wise, the reply added.
