Dimapur, August 24 (MExN): The Combined Technical Association of Nagaland (CTAN) has asked the Department of Information Technology & Communication (IT&C) to immediately send the vacant posts of 1 Program Officer, 4 posts of APO and 1 post of Technical Assistant to the NPSC for direct recruitment on or before September 15.
Failure to comply with the ultimatum would attract further course of action from the association and all its 11 federating units, it said in a press release on Wednesday.
In the release, the CTAN stated that it had filed three RTIs with the IT&C department in 2019 and two in 2002. “When compared with the 3 RTI replies, it has come to light that there has been an enormous level of manipulation with the answers from the department which is in direct contravention to the Service Rule book of the department wherein 50% (through promotion), 50% (through direct recruitment) is evident for the post of Program Officer, 30% (through promotion) and 70% (through direct recruitment) for APO posts. Whereas, as per the latest RTI reply of August 2022, all 4 posts of APO have been filled under scale of pay,” it said.
According to the CTAN, as per RTI reply received in December 2019, there were a total of 13 sanctioned posts of Program Officer out of which 1 post was lying vacant; 5 sanctioned posts of Assistant Program Officer out of which 4 posts were vacant; and 12 sanctioned posts of Technical Assistant out of which 1 post was vacant.
In the RTI reply received in March 2022, 1 post of Program Officer (vacant since 20.02.2019) and 1 post of Technical Assistant (vacant since 30.10.2017), both of which has been sent to Government for requisition to NPSC; however the posts have not reached the commission till date, while there is no mention of the vacancy of 1 Associate Program Officer and 3 Assistant Program Officers.
Further, as per RTI reply received in August 2022, it said 4 persons were granted scale of pay under the post of Assistant Program Officer while another was granted scale of pay under the post of Associate Program Officer, all under IT&C Office notification January 19, 2021.
In this connection, the CTAN asked the department to immediately send the vacant posts to the NPSC for direct recruitment within the stipulated period, failing which it would take ‘further course of action’ along with its federating units.
