The St. Joseph Catholic University (Nagaland), Bill 2016 was introduced on the floor of the NLA session here today. It was introduced by the House after Parliamentary Secretary for Higher & Technical Education, Deo Nukhu moved for introduction of the Bill.
The main objective of the University is to establish and incorporate a private university in the state with emphasis on providing high quality and industry relevant education in the areas of accounting, financial analysis and management, business management, applied sciences, engineering and technology, agriculture, architecture, law, education, medical sciences and related areas approved by university from time to time, sponsored by the DMI Foundation Nagaland and to provide for matters connected therewith or incidental thereto.
Nukhu in memorandum of financial implication stated that the establishment of St. Joseph Catholic University (Nagaland) shall not cast any financial obligation in any manner on the Government of Nagaland or its agencies. All Act and regulations shall be exclusively borne by the University.
The St. Joseph Catholic University (Nagaland) Bill- 2016 delegates powers to the Governing Council to regulate and determine matters concerning university.
The main objective of the University will be to design courses and programmes as enumerated in the Schedule of the Act. Other objectives of the University include; to provide instruction, teaching, training and research on specialized fields of finance and management including financial analysis (leading to the CFA Charter and Designation), accounting (leading to the CPA Certificate and Designation), banking, insurance, financial services, financial management, business management, law, architecture, agriculture, teacher education, medical sciences, various branches of science, engineering and technology and related subjects and make provisions for research, advancement and dissemination of knowledge thereof, to establish a main campus at Dimapur in the state of Nagaland, and to have further campuses, regional centres, study centers and examination centers in Nagaland and at different places in India and abroad in accordance with the laws and regulations in force, to provide continuing, distance an regular education programmes, to institute degrees, diplomas, charters, certificates and other academic distinctions on the basis of examination, or any other method of evaluation.
It is also to collaborate with other colleges or universities, research institutions, industry associations, professional associations, including the Council of Chartered Financial Analysts and the Society of Certified Public Accountants or any other organization, in India or abroad, to conceptualize, design and develop specific educational and research programmes, training programmes and exchange programmes for students, faculty members and others, to disseminate knowledge through seminars, conferences, executive education programmes, community development programmes, publications and training programmes.
Other objectives are to undertake programmes for the training and development of faculty members of the university and other institutions in India or abroad, to undertake collaborative research with any organization in India or abroad, to create higher levels of intellectual abilities, to create higher levels of intellectual abilities, provide consultancy to industry, government and public organizations, to ensure that the standards of the degrees, diplomas, charters, certificates and other academic distinctions are in accordance with those laid down by AICTE/NCTE/UGC/MCI and pharmacy council etc.
