State Depts told to avail funds from Centre

KOHIMA, APRIL 27 (DIPR): All departments under the Nagaland government have been directed to avail funds from their respective ministries. Issuing this directive at the monthly meeting of Heads of Departments at Kohima yesterday, Chief Secretary Lalhuma said 10% of the Plan Budget for various Union Ministries is earmarked specifically for the Northeast region.

He urged upon all Heads of Departments to make further enquiries from the Ministries relevant to them and to try and ascertain the various schemes for which funds can be accessed by the State Government.

Thereafter, the concerned departments may initiate preparation of Detailed Project Reports after which the proposals can be forwarded to the concerned ministries through the Planning & Coordination Department.

Lalhuma, who is also the Development Commissioner, said those departments wishing to avail funds from their respective ministries/departments should ensure that the State’s share of the projects for which they propose to submit are provided within their outlay for 2006-07. “If all the concerned Departments provide adequate State share against the projects which they wish to avail funds out of the 10 % earmarked by all concerned Ministries for the North East, they would be in a position to obtain a good amount of funds for their Department to implement various programmes”, he said.

Stating that the total amount of 10 % budget set aside by various Ministries for the North East are ‘mind-boggling’ figures, the Chief Secretary informed all departments to take prompt action to obtain the funds, adding that release of funds by concerned Ministries is made to the Northeast states on the basis of first come first.

“If we properly work on it, I presume the funds receipt from out of 10 % earmarked by the Central Ministries would be more than our State Annual Plan Outlay”, Lalhuma said.
