
Dimapur, September 24 (MExN): Concerned civil society has appealed to the Government of Nagaland to carefully study the impact of Climate Change before implementing the “climate action plan of the state.”
North East Dialogue Forum (NEDF) organised a consultation for civil society on the issue of impact of Climate Change in Nagaland, on September 24 at Hotel Japfu in Kohima with Bethesda Youth Welfare Centre, 1st Battalion Girls NCC and the Kekhrie Foundation. Participants in the program discussed various issues connected to Climate Change such as rampant use of plastics, conservation of forest and wildlife.
Representatives from civil society organisations, academicians, activists, youth and students participated in the consultation. The program, moderated by Dr P Ngully, discussed some of the basic needs to be incorporated in the climate action plan of the state, a note from the NEDF stated.
The NEDF appeals to government of Nagaland to look into few important areas before finalising the climate plan. “Before finalising the plan the government must study the impacts of Climate Change and the latest updated information must be made available for the people. Climate plan should not be finalised if latest data are not available with the government,” the NEDF note appended by U. Nobokishore and WC Humtsoe, stated.
Before finalising the plan in different parts of the state, the note said, the Nagaland government or its specialised agency must organise consultations with civil society and take inputs from different grassroots organisations, farmers and others who are or would be affected by Climate Change.
Another issue that the NEDF broached was Human Rights issues and gender issues related to Climate Change. These issues should be the primary focus to implement the action plan, the organizations said.
Further, the Climate Change Action Plan should use the policy of ‘Do No Harm’ principles while taking up the action plan at all level of implementation, the note said. “Policies like water, forest, agriculture, land etc must be prepared before finalising the climate plan or policy to avoid any contradiction. All the existing policies which shall have connection with climate plan must be made public through government websites or other media,” the NEDF explained.
“As there is mention of PPP, it must be declared who are public or private and process must be democratic. There must be strong relations with all the departments which are associated to avoid any confusion or controversies amongst people,” the NEDF said further of another point.
The organization also said the Nagaland SAPCC should adopt free, prior informed consent of the people of Nagaland before taking up Climate adaptation measures such as REDD+, ‘water, land, agriculture etc.’
The NEDF has assured that it would be organizing more consultations and discussions related to ‘climate plan with others.’
