Synopsis of Assembly Session on Friday

1471 Primary Schools covered under SSA
Kohima, July 23 (DIPR): Minister for School Education, Nyeiwang Konyak replying to a question raised by MLA H. Chuba Chang, with regard to number of Primary Schools covered under one room school building extension in the state till date under SSA, stated that there are 1471 Primary Schools. The Minister also replied that under Tuensang 192 schools (159 Primary School and 33 Middle Schools) are covered and 159 Primary Schools and 33 Middle Schools are given one room school extension under SSA programme.  

Average power during monsoon: 16MW and during lean season:  8MW 
Minister for Power, Doshehe Y. Sema said that an average power during monsoon is 16 MW and during lean season is 8 MW. Stating this while replying to a question this morning, the Minister said that the project is grid connected, hence the power from the project is supplied to the state as a whole. The Minister also informed that the maximum expected power during monsoon is 24 MW and lean season is 8 MW.

Doyang-Merapani road likely to be completed by Dec 2010   
Minister for Roads and Bridges, G. Kaito Aye responding to a starred question posed by MLA, I. Imkong with regard to Doyang-Merapani road, informed that the road involving an amount of Rs. 26.66 crore and covering an area 36.00 kms is likely to be completed by December 2010. MLA I. Imkong reminded the department, that the quality of workmanship should be maintained and that the officers should be cautioned to take care of the quality of road. Minister Kaito replied that any lapses in the quality of workmanship would be taken care of. With regard to cost of Wokha-Doyang road carpeting, the Minister replied that the road, which was completed in December 2009 covering 24 kms involved an expenditure of Rs. 79.92 lakhs.

NLCPR for 2010-11 submitted to DONER Ministry 
Minister for Planning, T.R Zeliang replying to a starred question raised by MLA Chingwang with regard to submission of NLCPR, informed the House that priority list of projects under NLCPR for the year 2010-11 have been submitted to the Ministry of DONER on May 25, 2010. To a supplementary query, the Minister made known to the house about a letter written by the DONER Ministry stating that no separate fund would be allocated for the 2nd Development Seminar of Tuensang and Mon district. Leader of opposition MLA Tokheho suggested that to have a balance development, priority should be need based while selecting the project.

Sanctioned amount for storm drainage system at Dimapur 
Responding to a question posed by MLA, Y. Hewoto Awomi, Minister for Urban Development, Shurhozelie Liezietsu informed the House that the total amount sanctioned for Storm Drainage System at Dimapur is directly engaged by NBCC (a central government undertaking) as the implementing agency and the sanction amount is Rs. 2094.25 lakhs. He said the fund is directly given to NBCC from the Ministry and utilization certificate, progress reports etc are directly sent to Ministry by NBCC.

To another query raised by MLA, Joshua Sema in regard to a total amount sanctioned by GOI under RGGVY, Minister for Power Doshehe Sema said the total amount sanctioned by Power Ministry Delhi under RGGVY programme for Nagaland is Rs. 23368.76 lakhs. On the steps taken by the department to address the constant power failure in Nagaland, Doshehe said the state is mostly dependent on power allocation from Central Sector generating stations operating in the North Eastern Region (NER) and said availability of power has always been critical as allocation is less then the demand.

He informed that as a short term step the state government is seeking for additional allocation from Mega Thermal Projects from Central Public Sector Undertakings (CPSUs) through GoI and as a long term plan, for setting up own major generation plant both for Hydro and Thermal. He said that the state government has initiated for development of Tizu and Dikhu mega hydro project and has also taken up for allocation of coal blocks from the GoI for setting up thermal plants under joint venture.

Promotion considered on seniority basis:  Imkong L.  Imchen 
Home Minister, Imkong L Imchen in reply to a question posed by MLA, T. Sentichuba with regard to the promotion of Havildars and ASI/SI stated that the post of Havildars and Armed Branch of DEF & NAP and Head Constables in DEF are filled up by promotion only. He informed that in IR battalions, 50% of the post of Havildars are filled up by direct recruitment and 50% by promotion and similarly the post of ASI and SI are filled up on 50/50 basis. The Minister said that Havildars of Armed Branch are promoted to ABSI whereas THC/HC in Un-armed Branch are promoted to ASI and ASIs are promoted to UBSI as per vacancy and seniority after conducting Central Promotion Test. He further informed that there is no direct recruitment in Inspectors and therefore senior SIs are promoted to Inspectors as per vacancy, seniority and after conducting CPT.

With regards to the promotion of Havildars of IRB who were appointed through open competition examination in 1999, the Minister informed the House that their promotion could not be considered since promotion are considered on seniority basis and there are still some batches senior to them.

List of business proceedings on July 23, 2010 
List of business proceeding of the Seventh Session of the Eleventh Assembly today July 23, 2010 included laying a copy each of the 39th, 40th, 41st, 42nd, 43rd and 44th Annual Report of the Nagaland Public Service Commission by the Chief Minister of Nagaland, Neiphiu Rio. Other highlights of the business session included passing of supplementary demands for grants for regularisation of Excess Expenditure for the year 2004-05. The House also passed the Nagaland Appropriation (No 4) Bill 2010.

Before adjourning the session of the day, the Speaker requested all the members of the House to take part in the Queen’s Baton Relay which would start from July 24, 2010.
