Changlang, August 30 (MExN): The Tirap, Changlang & Longding People's Forum (TCL-PeF) today submitted a public memorandum to Governor of Arunachal Pradesh, PB Acharya highlighting various grievances confronting the region. “We represent one of the most backward areas of North East India under the state of Arunachal Pradesh and would like to bring it to your kind notice our deep pain, grievances and anguish that, we have been bearing in our hearts for decades,” the memo said seeking the governor’s ‘compassionate’ intervention. Among others, the memo said that the “refugee problem is one of the most serious and burning issue” of Changlang district areas, with highest concentration of Chakmas and Hajongs population. It increased from about 5000 in 1964-69 to 100000 (one lakh), the TCL-PeF claimed citing a report published by the India Express on May 19, 2017. “While we are more than happy to see them grow and prosper but, the abnormal growth rate of these refugees are quite alarming and has the potentiality of drastically changing the demography of the district, reducing our people wellbeing,” it said. In this regard, the memo said that it “any attempt to grant citizenship to the Chakmas and Hajongs will further complicate and vitiate the atmosphere” and said that the Government of India (GoI) “shouldn't grant citizenship to the Chakmas and Hajongs of Arunachal Pradesh in any way.” The TCL-PeF also urged the Governor to take-up the matter with the, Ministry of Home Affairs GoI for the establishment of one Sainik School at anywhere within TCL district stating that the government of Arunachal Pradesh is also already gear up to set up such schools in the state. “The establishment of Sainik School in TCL district will certainly be a boon for the students of the three district,” it said. Further stating that out of 16 circles in Changlang District, only Namdapha wild life sanctuary under Miao circle & Pangsaw Pass border trade under Nampong circle have already been included in the Tourist map, it called for the inclusion of others. The district is strategically located as well as huge scope of potential for promotion of Tourism, the Forum said requesting Acharya to appraise the MHA for approval of Tourist Circuit at Margherita-Changlang-Khimyang-Yatdam route. The DC Changlang has already sent proposal to the State’s Under Secretary (Home) in January 2017 and the Commandant 14-Assam Rifles, Changlang also issued NOC to consider in terms of the infrastructure development & added employment to youth empowerment, it added. It also pointed out that while judiciary has been separated recently in the state, there is no separate Session Court or JMFC (Junior Division) in Changlang district The Session trial case are sent to East Session Division, Tezu Lohit District for trial which is 200 km away from Changlang district and the Junior Division Court is also located 60 km away at Khonsa, in Tirap District, the memo informed. In this regard, it appealed for Governor’s personal intervention for urgent establishment of separate Upper as well as Lower Court for the convenient of the people of Changlang district. Informing that the Changlang district is adversely effected by opium, Heroin, Brown sugar etc, it also appealed that Governor to appraise the government regarding the proposed, establishment of drugs de-addiction centre under the project " Chief Minister's District Innovation and Challenge Fund.” The Forum also requested Acharya to approve pending cases of the appointment of HGBs/ GBs and enable the function their duties peacefully in Changlang district. “The Gaon Buras are the most important in village level functionary and they are responsible for all development and law and order related duties in the village,” it added.
