Tikhir demand withdrawal of govt memorandum

Serves one week notice; warns of second phase agitation under Tikhir jurisdiction

Hundreds of Tikhir community today staged a silent processing from Police Point Junction, Kiphire to the Deputy Commissioner’s office, Kiphire demanding the withdrawal of office memorandum, which was issued by the Government of Nagaland, excluding Tikhir from issuing Indigenous, Scheduled Tribe, and backward tribe certificates referred Vide No.RCPT-5/87(PT)-III Dated Kohima, 16 June 2012. The procession was initiated by Tikhir Tribal Council (TTC).

A letter jointly appended by Topan K Tikhir, President, TTC, W Tothong Philip, General Secretary TTC, ST Tsuthong Secretary, Executive Committee TTC, Dioto, Chairman, Executive Committee TTC addressed to the Chief Secretary, Nagaland was submitted requesting to response to the demand of ultimatum referred Vide No.TTC/GOVT/ULT-01/2012-13 Dated 03/12/2012. The Council served a week time notice to the Government to respond starting from the date of submitting the ultimatum. 

TTC also issued ‘one-month notice’ to the State Government to respond to their demand and deliver justice. It stated that the Government has turned a deaf ear and failed to respond to their demand of justice. This is the second time TTC in the form of staging a silent procession is rendering an ultimatum to withdraw the memorandum and bring out the fresh order for issuing of legal documents such as Indigenous Inhabitant, Scheduled Tribe and Backward Certificate purely as Tikhir only within one week. 

The ultimatum also states that, failing to respond to their demand and delivered the justice, the TTC in the interest of the students community and Tikhir general public as a whole will take up second phase of agitation on the basis of “Justice delay is Justice Denied” under Tikhir jurisdiction till the demand is fulfilled. TTC also appeal to the competent authority to take up serious action and deliver justice within the stipulated time, so that “Tikhir as a whole would enjoy our legitimate rights with the rest of the Nagas as are enjoying.”

In a short program before submitting the ultimatum, president TTC and TSU addressed the gathering. The procession concluded peacefully without any untoward incident.

Earlier, on December 3, 2012, Tikhir Tribal Council submitted a ultimatum addressed to the Chief Secretary which mention that the in the past year till 2002, Nagaland State Government has been issuing indigenous Inhabitant, Scheduled Tribe and backward certificate to Tikhirs without adding the system brackets either before or after written of the word Tikhir, after the year 2002. Again, the Nagaland Government has changed the system of issuing certificate to Tikhir Tribe by adding the word “Yimchunger” in the bracket after written of the word Tikhir. On June 16, 2012 the chief secretary again issue order for the Tikhir Tribe Indigenous Inhabitants, Schedule Tribe and Backward certificate to be issued in the name of Yimchunger Tribe without adding bracket system before or after written of the word Yimchunger.
