
Kohima/Mon, January 11 (DIPR): In connection with the forthcoming State Assembly Election 2018, a briefing-cum-training for different cells of the Election Expenditure Monitoring (EEM) was held on January 11 at DC’s conference hall, Kohima.
Deputy Commissioner and District Election Officer of Kohima, Rajesh Soundararajan (IAS) in his address stated that EEM is one of the most important aspects once the election has been announced and it will be an ongoing process till the conduct of the election.
Pointing out that every personnel in various committees of EEM has great responsibility, he instructed them to be conversant with all the relevant guidelines laid by the Election Commission. The DC also requested them to work in coordination wherever they have been assigned and to keep in touch with their concerned Nodal Officers in order to give their best service for the successful conduct of the election.
Assistant Commissioner of Kohima, Shashank Pratap Singh (IAS) meanwhile emphasized on the monetary related issues and the structure and functions of various committees under the EEM. Highlighting the major legal provisions related to EEM issues, he stated that carrying cash is not illegal under any law and is not anathema to regular business. However, if the cash is undisclosed, Income Tax Department can seize it; if it is out of illegal foreign exchange, ED can seize it; if it is suspected to be for bribery, terror, theft, narcotics etc. authorities can seize the cash.
He also elaborated on various topics such as use of money power, legal or illegal election expenses, legal provision, provision of the Indian Panel Code, 1860, election expenditure, modes of transport of cash, meeting with political parties, new expenditure monitoring machinery, Monitoring of Campaign through Media (MCMC), opening of separate bank account of the candidate, Static Surveillance Teams (SST), star campaigners etc.
EEM training was also conducted in Mon on January 10 at the DC’s conference hall. It was attended by various teams appointed for the forthcoming general elections such as Video Surveillance team, Video Viewing team, Accountant team, Assistant Expenditure Observer, Flying Squad team, Static Check Post team, Control Room and Call Centre and Media Certification and Monitoring Cell. Nodal officer for Election Expenditure Monitoring, Reny Wilfred, SDO(C), Mon HQ, who presided over the training, explained in detail the role of various teams.
ERO Zunheboto notifies
Zunheboto, January 11 (DIPR): Electoral Registration Officer (ERO), Zunheboto has notified that the list of amendment to the draft electoral roll for 31-Akuluto, 32-Atoizu, 33-Suruhuto, 34-Aghunato, 35-Zunheboto, and 36-Satakha Assembly Constituencies has been prepared with reference to January 1, 2018 as the qualifying date and in accordance with the Registration of Electoral Rules, 1960. A copy of the said roll together with list of amendments has been published and will be available for inspection at his office, the ERO informed.
