DIMAPUR, JUNE 21 (MExN): An appeal for immediate intervention has been made to Deputy Commissioner Mokokchung by the Changkiri (Enrem Changki) clan of Changki village wherein the clan expressed grievance against certain actions taken by the Changki Ayim Asem Senso Mungdang and pointed out that this was against the very fundamental rights and liberties of a citizen guaranteed under the Constitution of India and that it amounted to violation of their basic human rights.
“In this connection, we have filed a Writ Petition in the Hon’ble High Court to redress our grievances. However, in the meantime, we feel that we should bring this matter to your notice as head of the District Administration with the request that action as deemed necessary maybe taken from your end”, stated Imdajenba, GB Changkiri (Enrem Changki) Clan and Temjenmeren, Ex-GB in their open letter to the DC of Mokokchung.
It may be mentioned that the Changki Ayim Asem Senso Mungdang in an emergency meeting called on February 10, 2006 had decided to expel the members the Changkiri (Enrem Changki) Clan from the citizenship of Changki village on the plea that they have not paid the annual membership fee. The letter however stated that in 2001 the Changki Ayim Asem Seso Mungdang had stated for the first time that the Changkiri (Enrem Changki) Clan were not among the founding clans of Changki Village and that the Clan’s membership fee “would no longer be accepted if submitted in the name of Changkiri clan, which was the accepted practice earlier.”
Effort of clan members to make individual payment was not accepted and efforts to pay ‘under protest’ in the name of Enrem Changki were also rejected. The letter stated that, “with no option, we went to the court seeking its intervention on the matter.” On being demanded by the Chanki Ayim Asem Senso Mundang to withdraw the court case, the Changkiri (Enrem Changki) refused to “withdraw on the ground that this decision of the Senso Mungdang was not acceptable as this was the dilution of the age old traditional history.” The Senso Mundang in response resolved in its January 18-19 2002 meeting that penalty would be imposed on the Changkiri (Enrem Changki) clan if it were to lose the court case.
Subsequently, an Action Committee was constituted by the Changki Ayim Asem Senso Mungdang and on June 6, 2006, another meeting of the Senso Mungdang was convened. The Action Committee, which included senior retired bureaucrats and a former MP recommended tough strictures thereby forbidding the Changkiri (Enrem Changki) clan, from carrying out activities within the jurisdiction of the Village such as disallowing the clan from executing of any Government contracts/supplies; indulging in any commercial ventures including renting taking of rent of buildings; cultivation in any form, including in land belonging to clan members; social interaction, including house visitations, with members of other clans. Violators of this clause by members of other clans will invite imposition of penalty amounting to a pig not weighing less then 100 kgs. Repetition of this offense will result in their expulsion from the village.
Besides, clan members cannot hold meetings or avail benefits from the Government such as subsidized kerosene oil, VDB schemes, etc. Further, children, mothers and the aged belonging to the clan are deprived from availing of facilities offered by the Government through various Departments.
