DIMAPUR, FEBRUARY 16 (MExN): Women Action for Development (WAD) has condemned the inaction by the Bishnupur Police in connection with the alleged incident of gang rape committed by one Heisnam Dhanashyam along with three others friends on the night of February 13, 2018 at around 6:30 pm by kidnapping a minor girl aged about 12 years old at Thanga Salam Leikai. Quoting sources from the victim’s family, WAD in a press release said the victim was found semi naked under mysterious circumstances. Responding on the fact and circumstances of suspicion of gang rape, the family member had filed a written complaint to the Bishnupur Women Police Station to investigate into the matter. As a result of the complaint, the women police station lodged an FIR bearing FIR No 4(2) 2018 WPS Bishnupur U/S 363/354 A/ 34 IPC. However, WAD alleged that there was some fault play by the Police in booking the culprits under the POCSO Act 2012 as a prima facie case. WAD further condemned the action of the police by taking both the victim and accused together for medical examination at RIMS Forensic Department on February 16. It said such an act shows high negligence on the part of the Police. WAD has therefore appealed to the Chief Minister of Manipur, Social Welfare Minister & Law Minister for their urgent intervention to arrest and punish all the perpetrators involved in such crime committed towards the women and children and justice for the victim. It also call for sensitization and training of all the police personal on women and child related laws. It also demanded that the alleged accused (s) be booked under POCSO Act 2012 as the nature of case falls under POCSO Act 2012.
