‘Working system of staffers need improvement’; Mannen laments ‘dishonesty’

KOHIMA, DEC 19 (DIPR): Additional Chief Secretary TN Mannen lamented what he said is ‘dishonesty’ in the working of government staffers. He was addressing the inaugural of a three-day sensitization training of Government functionaries, district-level, today at Kharu Complex, NST Bus Terminus, Kohima.   

Addressing the gathering, Mannen said the working system in Nagaland should be sensitized and improved from bottom to the top level. He said that knowledge is power and reminded that  one should have the knowledge of rules and regulations and knowledge of skills and discipline beside it. Mannen reminded that all Government employees, high or low should be aware of conduct of rules. He, however, lamented that Nagas unlike in the past, have become dishonest in many respects and too casual in their approach.

He was of the view that when rule of law is respected there will be an efficient Government. He stressed on skills, sincerity, commitment and discipline while also saying that these are the most important issues needed to be addressed especially from Grade-IV staffers since they have limited assignments.

Mannen further said that all employees, be it officers or Grade-IV staffers,  are equally important. The only difference being the extent of responsibility. He urged employees to have a sense of responsibility and a sense of analyzing issues  in order to have ‘pride and satisfaction in what they endeavor in’.

Mannen also observed that the kind of training to be imparted is very important and absolutely necessary for all grades of employees and it should be made as regular training for all districts.

Noting the small number of participation at the training on the first day, Mannen as well as organizers and resource persons said concern departments should make it a point to send their staffers to attend the training for the next two days.

The topics to be discussed in the training are good governance/general concepts of government set-ups, Leave Rules, Conduct Rules, Dak issues and receipt, medical reimbursements, pension benefits, Treasury and Bank duty, use of RTI Act, managing personal life, first-aid during disasters/accidents, health and hygiene/team-building and public relations.

Resource persons for the three-day training are Tsangla Kath, Kevibo-o Zhotso, K Kamei, Samuel Sumi, H Gonmei, Tenong Phom, Kenilo Kath, Visakhozo, Thanchilo Kath and Veprelo Venuh.

The programme was chaired by Additional Director of ATI, FP Solo.
