Despite the attempt of the Dimasas Militant outfits to silent the history wrought by sweat and blood since ages past, Truth will continue to unveil the history and time will prove the world that our land is our inalienable rights endowed upon us by our God the creator. Whosoever attempt to disprove or distort the history shall by nature disapprove him. When man proposes God disposes. Man can never alter God’s purpose and plan to suit his greed and gratification.
It is pertinent and felt necessary to reflect the historical proof of our existence and rights as indigenous people of the land while the Dimasas out rightly violating our indigenous people’s rights to land and properties. That the world witness the crime committed by them upon us with the sole intention to overtake us by force overlooking the human rights. It is dishearten to know that the Dimasas community who have been our close neighboring community since when they fled from their ancestral domain in Dimapur way back in 1535 AD at the conquest of Ahom kings and took shelter in Takloaram, now known by their own name as Maibang. Now after the lapse of hundreds of years, our once visitors took the turn against the aboriginal inhabitants of N.C. Hills which we termed unthought-of intrusion. We are now left to decide what measures befits such willful attempt against the indigenous people of the N.C. Hills of Assam. We have been silent for long about their attempt to dominate us by harassing us in various methods making us unrest and tense. However, their persistent torture, killing and plundering of properties have compelled our people to resort to give counter attack and now the situation is balancing and out of control. The Apex body could not immediately calm the anger and fury of the Zeliangrong youths who have been challenged and now awaken to face it. It is our apprehension that they may go beyond limit and create havoc in the region. Our appeal to them is to protect the innocent publics of Dimasas community, spare women and children. Let them live in peace. It is heard that the so call sweeping and combing operation is intended to be launched in the areas for ethnic cleansing. The Apex body in this regard appeals to Zeliangrong defense forces not to launch such act while the authority is on to for resolving the conflict in a peaceful way. While anticipating positive approach from the Apex Dimasas Public organization (DPO) to mutually come to term and settlement the conflict, we once again open our willingness to forgive and forbear the pain, the lost and the insult inflicted upon us thus far if and only the Dimasas Community is willing to respect and honor the history, restore the age old relationship for the sake of peaceful-coexistence. However, we stand affirms that our indigenous rights shall be upheld in all matter and also we affirms that the rights of the Dimasas will be given due regard. We acknowledge the concern of the responsible Dimasas organizations expressing the desire for peace and harmony trying to avert atrocities being meted out to the innocent public in N.C. Hills Assam.
Since the out break of the ethnic cleansing initiated by The DHD (j) and DHD (D) groups, many precious lives of the Zeme Nagas have been lost, properties damaged, fear psychosis inflicted in the innocent publics. Reacting to this terror, no doubt the Zeliangrong Youths have also committed counter attacks. Accessing the situation, it is felt that before further development of the unwanted situation, the Concerned Assam Govt. take protective initiatives and avert the situation from their end. That the military security forces be maintained in equal justice and protection for both the communities.
The Zeliangrong Baudi (N) stands that the root cause of the ethnic clash between the Dimasas and Zeme Naga in N.C.Hills Assam is originated by the Dimasas Outfits with the objectives to claim possession of N.C.Hills as the sole land of the Dimasas which the rest of the Non-Dimasas Communities objected out rightly. It has nothing to do with the issue of Naga National integration or NSCN‘s involvement. We deny the involvement of the Naga National Workers in such an issue. It is solely the community issue of Zeliangrong People and Dimasas. The Zeme Nagas of N.C.Hills Assam have been loyal citizens of Assam state since the separation of the statehood of Assam and Nagaland. Concerned that, the integration of Assam state is maintained by the Zeme Naga of Zeliangrong in toto whereas the Assam Govt. have been showing indifference attitudes toward the community which has worsen the condition of the affected community in the region. Asserts that the nature of the clash is only of communal and not of national, and that the Naga national workers are not terrorists who should be involved in the issue. Only Zeliangrong Youth defense forces are taking the cause by themselves. Concerned that the conflict be resolved within the two communities in their own level and before long avert furtherance of the situation.
Considering the aspect of human rights violation, we would like to appeal to the concerned human rights activists in the State, National and International level to give necessary intervention to restore normalcy and peace in the region. The Concerned Zeliangrong Baudi (N) have documented facts concerning the ethnic incidences from the spot visitations and interviewed with the affected persons in N.C. Hills which we would like to briefed herewith for general information.
1. The DHD militants out fits have been harassing the Zeme Naga, killing, extorting, damaging houses in the N.C.Hills. Hundreds of persons are being displaced form their native homes sheltering in parts of Tamenglong dist.manipur, and Jalukie Peren Dist Nagaland for the past three Months now.
2. The outfits have created economic blockages by means of restricting sale of essential commodities; food staff, to the Zeme in particular and the rest of the Non-Dimasas in the region. No adequate cares have been shown to this affected community from the Assam Govt.
3. Often time the outfits are found accompanied by Assam Police security forces and military forces and operating the Zeme villages, causing harassments and threats to the innocents civilians.
4. On 23rd March 2009 the DHD Ceasefire group entered BuareneuVilage and burnt 18 houses and granaries
5. On 1st May 2009 the Dimasas Militants outfits attacked Himraichak Choto laisong Village) opened fire at public places damaging household properties, injuring publics burnt the gates and houses. Two persons were kidnapped and tortured mercilessly and dropped in Maibang Police station.
6. Guilong Village was attacked by security forces along with DHD outfits in disguise on the 8th May 2009 in which the villagers were made to stay in side their house and instruct them call back all the Villagers from relief camps. The very next day they came and opened fire at the villagers and burnt 82houses and damaged huge properties and foodstaff.
7. Quit Notice was served to the Zeme Community datelined on 16th May 2009 by the outfits and mentally harassing the publics..
8. On 16th May 2009 DHD ceasefire group shot death Mr. Paunamteutuing newme at Asong Haju Village
9. On 18th May 2009 Secuirty forces along with DHDceasefire group tortured Ninggainram Villagers separating women and men and hanging them upside down.
10. On 19th May2009 Indian army personnel entered Kubing Village and gun down one innocent public and picked two innocent publics.
11. On 20th May 2009, DHD ceasefire groups cadres came to hangrum Village and kidnapped Mr.Taduing Nrieme and later he was found dead near Dobarai Halflong.
12. On 29th May Mr. Tadeutuing 80yrs old man was missing and later found dead,Guilong Village was burnt the second time.
13. 29th May 2009 21 houses of Babauram Village were burnt to ashes. Two innocent persons were killed
Considering the above facts, It is imperative that effective steps and measures be addressed to avert the situation from developing further untoward incidence. The Zeliangrong Baudi(N) therefore urges the concerned human rights activists to look into the matter and that the matter is kept under control.
