
Kohima, July 28 (MExN): The Zeliang Students’ Union Nagaland (ZSUN) has highlighted certain grievances against the back drop of the recent teachers’ appointment under the establishment of DIS Peren, as per government notification No. ED/B-I/2010 (Pt. V) dated Kohima 15th July 2011 and No. ED/EST/B-I/2010 (Pt V) dated Kohima 15th July 2011 which also appeared in the local dailies.
The Union said while linguistic barrier is a major impediment to the overall development of the Naga society in various spheres of life, it is also sadly but truly, a major lacuna in the sphere of education.
“Every region of Nagaland has its own typical cultural identity as in Peren District, and since there is no universal way in which children can learn, there is strong need to look into the cultural context in which a child is being place. Moulding up a child and educating a child needs proper mentoring and disciplining tactics”,” the Union said adding that linguistic barrier comes in as the first obstacle in this regard.
On this light, the Union said, while the district itself has a surplus of human resource, qualified for the job, it is expedient that the authorities concerned should not remain insensitive to the needs of the district and resort to rampant appointment of teachers who are alien to the needs of the students’ community in the rural level concerning Peren district.
The Union said that while the provisions of the communitisation of education in Nagaland states that “ the Government has therefore envisaged the concept of communitisation in an effort to transfer certain management responsibilities to the community and to involve in them, the educational system management. The aim is to provide quality education and improve human capabilities of the children, through a sense of belonging and sharing amongst the community members and to utilize the material and human resources for betterment of the schools,” And needless also to say that the district as well as the effected villages itself has highly qualified candidates eligible to take up the job and fulfill the essence of the communitisation Act. The government’s insensibility to the guidelines of the communitisation act and subsequent appointment of teachers who do not belong to the community is indignantly resented. This very act of malignancy undermines and underscores the capabilities of the unemployed youths of the district.
“We propose to stand on our own feet on the basis of the communitisation act,” the Union said.
Stating that while education is and will continue to be the backbone of every society, the Union said “ we do not accept the rampant appointment of teachers in the district by way of the suitability test so conducted by the department of school education on doubtful under graduate teachers whose appointments were under investigation.”
“We demand what is rightly ours by stating that we would only accept controversy free and qualified candidates native and indigenous to Peren district who arte proven eligible for the job through an appropriate conduct of examination,” the Union said.
The Union added that in further delay to redress those genuine grievance of the district, “it would tantamount to ‘Justice delayed is justice denied,’ thereby jeopardising and leaving the academic session of a student in total disarray.
The Union also stated that failure to address those “genuine grievance” will prove counterproductive which may also invite legal recourse or unprecedented situations for which “the department concerned will be held solely responsible.”
The Union submitted this to the authority for immediate revocation of the appointment orders and timely recruitment of the same.
A copy of the letter addressed to the director school education was signed by ZSUN president Iteichu Zeliang.
