ZYF (N) alleges discrepancies in land compensation under NH 129 A works

DIMAPUR, AUGUST 5 (MExN): The Zeliangrong Youth Front (Nagaland) has alleged discrepancy in the allocation of land compensation under NH 129 A Dimapur- Maram Road via Jalukie, Peren, under the administrative guidance of the former Deputy Commissioner of Peren and his team for packages- II mainly.

A press release from Atabe Newme, Action Committee, ZYF (N), citing information from an RTI response, stated that “anomalies were detected when proper enquiry was made,” and  brought forward detailed estimate for 78 beneficiaries and the amount to be paid.

The ZYF (N) informed that on August 2, 2021 some of the beneficiaries executed declarations/affidavits relinquishing their title rights and transferred the said land for the construction of two lane of NH 129 A; while some did not execute the said declaration, but found it signed and executed without their consent. “Further, some unaffected individuals have become the beneficiaries for the ground best known to them,” it added. 

The front informed that the 27 beneficiaries were aggrieved by the irregularities, bias, and discrepancy in the payment of compensation. It said that some beneficiaries’ signatures were never attained but forged; some received less than the stated amount; and some received more than the actual estimated amount compared to their neighbor.

On the other hand, it alleged that some unaffected families “knowingly signed affidavits/declarations though they don’t own any properties and received compensation.”

The ZYF (N) alleged that on August 2, 2021, “there are seven affidavits/declaration executed by Hainkieng, Chairman of Old Jalukie Village, and Kumui Nring, Chairman of Jalukie Pumling Nko stating that they own land and claim compensation amounting to Rs. 2,30,44,056.”

“Besides that on 03/05/2021, Deputy Commissioner, Peren Nagaland issued cheques to a family who does not own any land in the NH129A (ROW) area which is contrary to norms provided under the National Highway Act, 1956 Act 48 of 1956,” it added.

Further, the ZYF (N) said that on March 15, 2021, the Additional Deputy Commissioner, Peren furnished information under RTI Act 2005 where the terms and conditions of the road construction project were stated. The mode of compensation payment was contradictory to the project policy and scheme, it however said.

The ZYF (N) informed that on April 11, 2020, it filed a representation to the then Deputy Commissioner, Peren District to address the discrepancy indispensing of compensation pertaining to NH129A under Peren District. It added that while all the anomalies were been pointed out, their plea was ignored. 

“After requesting the administrative set-up several times and having given them such space of time to do the needful, the aggrieved families had no alternative but to take to legal recourse at any given time or day for justice. Any further reaction that may entail shall solely be borne by the concerned individual so responsible,” the front stated. 

It meanwhile demanded that every erring officer and individual involved in the issue “must come forward and rectify the matter in time bound period.”
