Census 2011 enumeration underway across state

MON, February 10 (DIPR): Mon District Census Drive-2011 has been started with first enumeration of the Deputy Commissioner, Mon Dinesh Kumar, IAS and his family in presence of ADC and Charge Officer, Mon, other Administrative Officers, Nodal Officers, Supervisor and Enumerator on February 9 at official residence of DC, Mon.
Meanwhile, one day awareness programme on Census 2011 will be held at Council hall, Mon on February 14 for Mon District. There will be an interaction and queries with the Nodal Officers N.K. Roy Chowdhury and Visakono.

Wokha: Deputy Commissioner Wokha, Rovilatuo Mor was the first person to be enumerated on February 9 at his residence. A joint meeting was held on February 10 at DC conference hall at 11:00 a.m., with the NGO’s, community monitors and census officials to discuss vital issues for proper enumeration. On February 11 Sensitization campaign with group of NGO’s, community monitors, Area Administrative officers along with census officials with the village representatives from all the identified sensitive villages and Blocks at the following locations, Wokha HQ, Bhandari, Sanis, Aitipyung, Sungro, Englan, Ralan, Chasmpang HQ.

Phek: The Community Monitoring for census operation held a meeting with the village functionaries and NGOs of Phek District on February 9 at DPDB conference hall, Phek. Phek Deputy Commissioner Mikha Lomi said that clean and accurate information should be provided to enumerators for census for which he appealed to the people to be honest and fair with the enumerators. Naga Mothers Association President Abei-u Meru, community Monitoring Member Sapralu, Phek GBs union President M. Rose and Nodal Officer Noksang Imchen (all Community monitoring for census operation) also spoke on the meeting and stressed the importance of census exercise where our future planning and development is taking place. They also said that population census enumeration is a head counting for each and everyone either young or old for which one should enroll their names and relevant information should be furnish.

ZUNHEBOTO:
The mass awareness meeting in connection with second phase of census operation was held at Town Hall, Zunheboto on February 9 at 11:00 am under the chairmanship of T. Yanputhung Kikon SDO (C) Sadar, Zunheboto. The speakers were Deputy Commissioner Zunheboto, T. Kiheto Sema, Vice President, NMA, Sara Nuh, Community monitor, Zhenito Yepthomi, President, NGBF community monitor and Imkong, NODAL Officer. The DC emphasised upon giving correct census and appealed the public to cooperate with officials and supervisors to give correct information of their respective villages or areas to have accurate census. Vice President NMA, Sarah Nuh requested the people to be honest and give correct information so that everything will go smoothly and further quoted that “a woman cannot give birth two, three times in a year”. Nodal officer Imkong also stated the importance of the population census which comes after every 10 years and further informed that there are 3,800 enumerators in Nagaland.

KOHIMA: In view of the ongoing 2nd Phase of Census Operation in Nagaland the Community Monitor tour programme for Kohima district kick started on February 10 at DC’ conference hall, Kohima. Addressing the gathering, DC Kohima, Beiu Angami called for a concerted effort to make the 2011 Census a success with total fairness bearing in mind the Christian principle and to stick to the truth which is the need of the hour. He further mentioned the importance of including the physically challenged people in the census. Revenue Officer & Charge Officer, Kovi Meyase said that although census is a collective responsibility a help and cooperation of individual and leaders is needed for correct information. He requested the leaders to report any matter regarding census to the Charge Officers and further enlightened about the strategies for census.
 
Kiphire: Joining the rest of the state with the second Phase of Population census 2011, enumerators, supervisors and charge officers of Kiphire are in full swing with the population census.
Respective officers assigned to their duties are busy visiting the villages interacting with the villager elders and leaders to give correct and appropriate data. Charge officer and supervisors of Kiphire sadar yesterday visited Anatongre and Phelongre to get the first hand information in the field also to interact with the villagers and supervise the work of the enumerators. The visiting officers also warn the villagers not to give false information and asked them to co-operate with the enumerators.
Village elders’ enumerators and leaders of the village clarified the doubts with the visiting officers and assure to co-operate with the enumerators with the ongoing population census. 
 
Disability categories to be covered in Census 2011

The question on Disability was canvassed earlier from 1881 but due to some doubts expressed by some Census Commissioners it was not included in the 1941 to 1971 censuses. The year 1981, being declared the Year of the Disabled renewed efforts were made to once again collect data on Disability but the result was not encouraging and thereby the question was dropped again in 1991. It was re-introduced in 2001, and information on five types of disabilities namely disability in seeing, in hearing, in speech, in movement and mental disability were collected.
The Disability categories being covered in Census 2011 are: In Seeing, In Hearing, In Speech, In Movement, Mental Retardation, Mental Illness, Any Other and Multiple Disabilities.
Special care has been taken in Census 2011 to cover all categories listed in the Persons with Disabilities Act, 1995 and the National Trust Act, 1999.
Persons with low vision as defined under the PWD Act, as well as the blind will be covered under the category ‘in seeing’. Persons whose faculties have been affected due to leprosy will be covered under the category ‘in movement.’ Autism, cerebral palsy etc can be categorized under ‘Any Other.’
In case of Multiple Disability, a respondent can report upto three types of disabilities. This allows better classification of disabilities and will yield richer data. ‘In speech’ and ‘in hearing’ are placed under two separate categories to cater to those individuals who have acquired the above two disabilities due to an accident or disease. People suffering from both (deaf-mutes) can categorize themselves as multiple disabled.
The effort of Census 2011 is to net the disabled without any omission or duplication as correct information would help in scientific planning and allocation of resources based on empirical data. A unique collaboration between the NGOs and the Census Commission has been initiated fir sensitizing officials concerned and the general public to improve the netting of the disabled persons. A special training module has been developed and representatives of the NGOs are actively engaged in training at National, State, District and even Tehsil levels. A special audio visual clip has been produced on the theme of inclusion of the disabled and will be aired through out the duration of Census. Public Relations campaigns like holding of rallies at National, State and District levels have also been undertaken.
Census is not merely a headcount of the people but a veritable treasure house of information on Demography, Economic activity, Literacy and Education, Housing and Household Amenities, Urbanization, Fertility and Mortality, Scheduled castes and Scheduled tribes, Language, Religion, Migration and a host of such aspects. It is the only source of primary data at village, town and ward level and provides valuable information for planning and formulation of policies, effective public administration and is widely used by national and International agencies, scholars, business people, industrialist and many more.
The Second Phase of Census 2011 i.e. Population Enumeration got underway from 9th February to be carried till 28th February 2011, and participating in the Census is tantamount to participating in the nation building process. OUR CENSUS IS OUR FUTURE, so let us all join hands and ensure the success of our Census.
