The greatest danger Nagaland faces

I have been waiting for some sort of reply/rejoinder from the N.S.C.N (I-M) to Mr. K. K. Sema’s article, “Pan-Naga Hoho under Framework Agreement” (EM/Mex/NP:-16-9-17) in the vain hope that it may be untrue; but the deafening silence on the part of the I-M speaks volumes about the veracity of article. Over the course of the years, I have noticed that our underground “Governments”, through their various “Ministries of Information and Publicity” issue outrageous, scathing and vituperic outbursts in our local dailies against any and all who they see as an obstacle in their path towards domination of Nagaland; (for make no mistake that for all their talk of “All Nagas Everywhere”, “Greater Nagaland” and “Nagalim” it is the State of Nagaland, the Goose that lays the Golden eggs, that they have their eyes on). They either attack the writers of the articles instead of the article itself, in the fond hope of diverting the attention of the Public away from the message, or they ignore the article completely in the mistaken belief that if they ignore it or refuse to see it, others will not notice it too, (rather like a man defecating in public with his eyes closed in the belief that if he does not see others, others will not see him too).  

I cannot say to what extent the people of Nagaland are aware of the perils posed by this “Pan-Naga Hoho”, but the lack of any constructive comments when I posted an extract of the article on Facebook leads me to believe that we are blissfully unaware of the full implications of this proposal. It is for every person in Nagaland to decide for himself as to the interpretation and implications of the said Hoho, but these are the conclusions I have drawn from it:-  

“The Pan-Naga Hoho is a statutory body with Executive authority, Budgetary and Negotiating powers.” This means that the Hoho is a Legal (Statutory) body, though who has legalised them is open to question; it will perform all functions of Government (Executive authority); it will control all finances (Budget) and it will make all decisions on behalf of all Nagas (Negotiatory power).  

“The Pan-Naga Hoho shall be a ‘Selective House or body’ with equal representatives from every Naga tribes (sic) irrespective of territorial boundaries.” The operative word here is “SELECTIVE”; it means that the Naga tribes will no longer be free to elect our Tribal Representatives; rather the I-M will select who they want from our tribes, from amongst the members of the I-M. The rest of the paragraph about members of the legislative assemblies of Nagaland, Manipur, Assam and Arunachal Pradesh and also Civil Servants of Nagaland and Manipur (no Arunachal and Assam here) being part of the Hoho is purely eyewash, for all powers will remain in the hands of the Chairman/Yaruiwo.  

“The land of Nagas and resources above and below the ground shall be entirely belongs (sic) to the Naga and would be fall (sic) within the purview of the Pan-Naga Hoho.” Which means that ALL resources, EVERYTHING, will be controlled by the Hoho.  

“During the interim period, the existing practises of the Collective Leadership system headed by the Yaruiwo/Chairman of the NSCN/GPRN in governance structure shall be continued.” This does not answer two vital questions: - (a) How long will this interim period last? A year or two, a decade or two, a century or two? A Millennia or two? (b) Who is the Yaruiwo/Chairman of the NSCN/GPRN? It has been more than a year since the passing of Mr. Isak Chishi Swu, why cannot the I-M name a successor to him, a successor who is going to hold ALL POWER over ALL NAGAS in INDIA. If Mr. Muivah wants the seat for himself, who’s stopping him? Or is the I-M fearful of the fact that their “Collective Leadership” has no person who is acceptable to the Nagas?  

Every concept of this so-called Pan-Naga Hoho is questionable. It reeks of a single person’s megalomanic desire to hold dictatorial sway over all Nagas in India. Is India desirous of creating a Mini- North Korea within its boundaries? The Nagas in Manipur, Arunachal Pradesh and Assam will not be much affected because they will have their respective State Governments and State Police Forces to protect them. But woe to Nagaland! For our Government will be, “Of the I-M, by the I-M and for the I-M”. Our bungling experiment with democracy will be over; a new era of “One Party Rule” will begin. Our lands, resources and traditions will be at the mercy of an amorphous and anonymous entity known as, “The Collective Leadership”. We will clap, smile and laugh only at its bidding; so all hail the coming Emperor of Nagaland, His Most Exalted Highness, “Kim Jong Collective Leadership”.
