The first ever elected members of Sinlung Hills Council (SHC) will be sworn-in on November 8 at Aizawl district deputy commissioner office chamber, an official said today.

The swearing-in ceremony will be held at 3:30 pm, the official further said.

The ruling Mizo National Front (MNF)-Hmar People’s Convention (HPC) alliance, which swept the polls is yet to finalise portfolios, sources said.

While the MNF has more or less finalised portfolios, the HPC could not make consensus on Chief Executive Member (CEM) post, the sources added.

In the first SHC election to the 12-member held on Tuesday, the MNF-HPC alliance won thumping victory by winning 10 seats. Two independent candidates also won the polls at Saipum and Phuaibuang constituencies.

The Council will be headed by the Chief Executive Member, who will be assisted by chairman and deputy chairman. Besides, there will be four Executive Members (EM) and seven Members, including two nominated Members.

As per the pre-poll agreement signed between the MNF and HPC, the HPC will hold the CEM post while chairman post will go to the MNF and deputy chairman to HPC.

Out of the four Executive Members, the MNF will get three posts and one to HPC.

The MNF and HPC also will divide two nominated members on equal part. SHC was established in July 2018 as per the peace accord signed between Mizoram government and the erstwhile underground Hmar People’s Convention (Democratic) on April 2 that year.

Among others, the Council will have an executive power to formulate plans, schemes, prepare its own budget, make bye-laws and rules and power to impose, levy and collect taxes within the Council area.
