Y Kikheto Sema today demitted as commissioner and secretary of Health & Family Welfare, Nagaland. On his last day today as commissioner and secretary of the department, he thanked God Almighty for His blessings and for the success.

“I am happy that my friend V Kezo is taking over the department who is sincere and hardworking officer. I appeal to all the officers and staffs of the department to extend the same cooperation and support as you have extended to me,” he said.

He thanked all the officers of the Department for extending their full cooperation during his short span of eight months as Commissioner & Secretary of the department.

“I worked with two Ministers, three Principal Directors and many other senior officers who have equally supported and contributed and together we have achieved remarkably for the welfare of our people,” he said.

It was during the war against Covid-19 Pandemic of 1st & 2nd wave in 2020, 2021, I have seen how the health workers sacrificed their life to protect our people, he said.

He thanked Nagaland Chief Minister Neiphiu Rio, the former Minister of H&FW S Pangnyu Phom, the present Minister of H&FW P Paiwang Konyak for giving him an opportunity to serve the department.

Sema also thanked the Principal Directors, especially Dr Vibeituonuo M Sachu and her team, the Director cum Dean NIMSR Dr Soumya Chakraborty and her team, the Managing Director NHAK Dr Sendimeren Aonok and his team of NHAK, and all the Senior Officers and staff in the Secretariat for their continuous support and cooperation.

“I extend my gratitude to the President and members of NIDA for their support. I also thank the media fraternity for their cooperation and coverage of the department activities,” he said.

“I admit that on many occasions, I had pressed my officers and staff in working beyond working hours, particularly on two occasions to the extent of 18 hours but the fruits of these labours are being borne as we have seen it. We have done so much within a short period of time and much needed to be done ahead,” he added.
 
Some important achievements within 8 months
•    With the support of eGov foundation and the bright minded and ingenious gentlemen Vinod Khosla, California, USA, Nandan Nilekani, Chairman UIDAI, Srikanth Nadhamuni, Chairman of the 10Bed ICU Project for supporting us with 10 Bed ICU- one of the world best equipments worth more than Rs.35 crores. The 10Bed ICU is now functioning in all the 12 District Hospitals and there is a Hub and interface at NHAK where the specialist doctors are monitoring and guidingother Districts. The eGov Foundation under the leadership of BisoyaLoitongbam, Director and her team is continuously guiding and supporting the project from the day of the launch by  Chief Minister, Nagaland on 6th January 2023 till date. They eGov is also supporting 42 nurses for the next 3 years.

•    With the support of Director General, National AIDS Control Organization (NACO) GoI, 12 Mobile ICTC Van has been provided for HIV & AIDS and which has been distributed to 12 District Hospitals. The long felt need of HIV Viral Load Lab has been sanctioned and installed in NHAK on 26th June 2023. It is mandatory to test blood of people living with HIV once in a year, thereby collecting the blood sample from length and breadth of the State and sent for testing at Mumbai and Imphal was a huge challenge in the past, now the same can be tested in Kohima.

•    No Tobacco Zone has been declared in all Government and Private Hospitals, Health Institutions throughout the State including Directorate and District offices of H&FW. All Government and Private Schools have also been declared as “Tobacco Free Zone.”

•    After 40 years of the first Food Testing Laboratory installed at Merhulietsa, Kohima in 1983, the Government of India has sanctioned 5 new Food Testing Laboratories in the districts of Dimapur, Mokokchung, Mon, Tuensang and Zunheboto. We have also received 3 Mobile Food Testing Van recently and 5 more has been agreed to sanction shortly.

•    Government of India has agreed to sanction 2 new 30 Bedded Ayush Hospital at Tizit and Akuhaito (Aspirational Block) during the current year.

             
•    The long pending desire of the state to have Medical College is all set to start by 1st week of September 2023. All the required infrastructure, man-power, equipments are almost ready as per NMC requirements. NHAK which is now NIMSR Teaching Hospital has improved by leaps and bounds. 

•    As against yearly allocation of about 55 to 60 MBBS seats, this year with the blessing of God Almighty and kind consideration of Ministry of H&FW, GoI, especially V Hekali Zhimomi, Director General, NACO and Additional Secretary, GoI incharge of Medical Education Nagaland state is getting 152 seats of MBBS, 12 seats of BDS and 1 BASLP totalling to 165 seats including 85 MBBS seats from NIMSR.

•    The long pending issue of in-service Government Doctors relating to Non Practicing Allowances (NPA) has been addressed with the support and direction of Upa-Lokayukta. Accordingly, a comprehensive Office Memorandum (OM) has been issued to implement in letter and spirit w.e.f September 2023 for the Welfare and well-being of common people.
