
In Nagaland expenditure on salaries increased by 61.51%

The expenditure on salaries increased by Rs. 1404.75 crore (61.51%) from Rs. 2283.75 crore in 2011-12 to Rs. 3688.50 crore in 2015-16 at a compound annual growth rate of 12.73 %.
The expenditure on salaries and wages increased by 414.34 crore (12.65 %) over the previous year mainly due to release of dearness allowance installments and incremental benefits, according to Report of the Comptroller and Auditor General of India on State Finances for the year ended 31 March 2016 presented in the just concluded state assembly session.
The report stated that salary and wages accounted for 45.87 % of the Revenue Receipts during 2015-16.
Pension payment
The expenditure on pension had increased by 123.65 crore (13.66%) from Rs. 905.15 crore in 2014-15 to Rs. 1028.80 crore in 2015-16. The pension payment was Rs. 131.80 crore more than the assessment made by XIV FC (Rs. 897.00 crore). However, it was Rs. 15.08 crore less than the assessment made by the state government in its MTFPS (Rs. 1043.88 crore) for the year 2015-16.
Interest payment
Interest payment increased by Rs. 169.06 crore (40.50%) from Rs. 417.39 crore in 2011-12 to Rs. 586.45 crore in 2015-16 at a compound annual growth rate of 8.87%.
The interest payment increased by Rs. 31.11 crore (5.60%) during 2015-16 over the previous year due to increase in interest payment on Internal Debt (Rs. 27.66 crore) and Small Savings, Provident Fund etc.( Rs. 4.51 crore) offset by decrease in interest on loan and advances from the central government (Rs. 1.06 crore).
The interest payment for the year 2015-16 was lower than the projection made by the state government in MTFPS (Rs. 661.42 crore) but higher than the projection made in XIV FC (Rs. 494.00 crore). The report stated that no subsidies were given by the state government during the year 2011-16.
Financial assistance to local bodies
The total assistance to the local bodies etc. decreased by Rs. 129.97 crore (51.86%) from Rs. 250.60 crore in 2014-15 to Rs. 120.63 crore in 2015-16. The assistance decreased by Rs. 1.04 crore (9.90%) from Rs. 10.51 crore in 2014-15 to Rs. 9.47 crore in 2015-16 in respect of educational institutions.
During 2015-16, no financial assistance was extended in respect of Special Area Programme and Development Agencies.
