
DIMAPUR, MAY 2 (MExN): The All Nagaland Government Primary Teachers Association (ANGPTA) has written to the Principal Director, School Education for implementation of the Nagaland School Education (NSE) Service Rules rules 2017.
The ANGPTA stated that the “much anticipated Nagaland School Education Service Rules, 2017 has remained elusive and had been made a bad joke upon all the different cadres of the department with exception of some cadres.”
“This is an agonizing wait for the Primary Teachers cadre without any relief in sight due to, what appears to be a systematic delaying tactics being adopted by the department and a complete disregard of the Departmental Service Rules on the other hand, to purposely deny all the promotions under the career advancement scheme of teachers,” the association alleged.
It demanded that the department immediately implement Rule 14 for “promotions under the Career Advancement Scheme Of Teachers, of the Service Rules and promote all eligible primary teachers to Senior Primary Teacher Grade II and Grade I respectively according to the prescribed length of service on time bound basis.”
It also called for implementation of Rule 15 for “limited Departmental Examination, of the Service Rules, to fill all vacant posts of JEO/AHM under the prescribed reservation system and conditions and to conduct the limited Departmental Examinations regularly.”
The implementation of Rule 12 was also stressed on which facilitates “recruitment by Selection from Lower Grade, of the Service Rules, and set up the Departmental Selection Board to recruit PGTs and GTs to the vacant posts so created from amongst the eligible lower grades teachers.
The association also demanded completion of the Primary Teachers’ Seniority list at the earliest and fill up the vacant AEOs and Senior AEOs posts for smooth functioning of the system.
It acknowledged that the School Education Advisor has on several occassions pitched for the conduct of the Limited Departmental Examinations to strengthen the school set up. “We are also aware that our department, under your abled leadership, has already taken up the matter in right earnest with the government,” it added.
The ANGPTA expressed support to this initiative and hoped that the department “will hold steadfast without fear or favour till the matter is realised.” “We also hope that your abled leadership will positively act upon this appeal keeping in view that the rules are already provisioned in the Nagaland School Education Service Rules, 2017,” it said.
