
Kohima, June 10 (DIPR): The Department of Works & Housing has issued office memorandum with regard to appointment/transfer and posting of its officials in view of the department being bifurcated into different Directorates.
Appointment in R&B, NH and Housing
For vacancies arising in R&B, NH and Housing, all matters relating to fresh appointments to posts lying outside the purview of NPSC shall be routed by the Secretary-in-Charge, Works & Housing Department to the Ministers-in-charge in case of R&B, NH, or the Chief Minister, through the Parliamentary Secretary in case of Housing. However, in the case of promotions/ appointments to the posts lying within the purview of the NPSC, the Secretary shall route the file to the Minister, Roads & Bridges in view of the fact that the officers of these Departments form one cadre, and are inter-transferable. The same procedures shall be followed in the case of disciplinary proceedings etc in respect of officers and staff.
Transfer & Posting under R&B, NH and Housing
In the case of proposals for transfers/postings of officers within the same Directorate, the file may be routed by the Secretary-in -Charge to the Minister(s)-in-Charge of R&B, NH & Mechanical as the case maybe or the Chief Minister through the Parliamentary Secretary in case of Housing. In the case of transfer/postings of officers and staff involving Directorates, the file shall be routed by the Secretary to the Parliamentary Secretary (H)/ Minister in charge (C.M) after concurrence of Minister(s)-in-Charge of R&B/NH & Mechanical as per requirement.
As Technical officers and staff of Mechanical Engineering Directorate form a separate cadre, all matters relating to their appointments, transfer/posting and disciplinary matters etc, may be put up to the Minister-in-Charge through the Secretary.
