Census 2011 begins today in Nagaland

Hekali calls for accurate, honest exercise

The first  phase  of  Census  2011  exercise in Nagaland will commence from June 1 with house-listings and housing  census  along  with  collection of  information for preparation of the National Population Register (NPR). As a protocol, Chief Minister of Nagaland Neiphiu Rio is placed on the first list of enumeration for the  census scheduled  from 9:00 AM at his residential  office  here.

Enumerators will visit households across the state from June 1  till the 15th of July 2010. If they do not, public can dial  the  helplines  80146-00620  and 94028-30480. No one is to be left out, said Census officials. Nagaland’s Census Operations Director V Hekali Zhimomi  today told Media persons that Census officials and enumerators are committed to ensure “accurate and successful census 2011.” There  should  be  no  room for  mistakes, she  said.

Maintaining that the officials and enumerators   are  already trained, she was confident that correct information and quality data will be ensured in the exercise. Zhimomi said that in the past there was lack of proper training but this time  around the officials and enumerators are properly trained and equipped with knowledge to  undertake  the  exercise. With this, Zhimomi hopes to have an effective census exercise in Nagaland.  For  the  census, the  director  said, there  are  11  principal  census officials including 133 census charges in the state (Rural-144 and Urban 19).  For  the first  time, 138  master  trainers  were  introduced to Nagaland.  There are  3800  house listing blocks, 740 supervisors  and   4200  enumerators who will be listing door-to-door  all over the state.

Zhimomi  appealed  to  the  people of Nagaland to assist the enumerators and officials to ensure a successful and accurate census. She highlighted the participation of the community for which Community Based Monitoring System (CBMS) have been set up for Census-2011.  Census exercise and Electoral Roll exercises   are  two distinct and separate  exercises, she  reminded.

Important Info for the People 
The Census provides the biggest source of data on demographic, economic and other characteristics of the population.  Data collected during housing census would provide useful  information  on  housing  conditions, household  amenities  and  assets  of  households.

Details such as name, date of birth, sex  and current address, and permanent address, name  of  father, mother and spouse  will  be  gathered   to  create  the National Population Register. The NPR would have the data of every person enumerated during the census operations,  irrespective  of  age.

According to the directorate of Census Operations of Nagaland, citizens  need  not  waste  time, money or energy traveling to native villages. The NPR has due provisions for indicating present and permanent addresses. The public are  asked  to  ensure  furnishing  correct  number of persons (presently residing) for  each  household.

The public are not to include names at two or more places and also “do not furnish names of people who do not exist, adding that biometrics will detect multiple entries irrespective of the place of entry.” “Be counted only once and help us to achieve correct and accurate census,” it said adding that in case of multiple entries, an individual will have difficulties in availing the benefits of UID number.

The directorate has advised the people to avoid double enumeration. The second phase of census exercise will take place from February 9 to 28, 2011, followed by Revision round from March 1, 2011.
