
Inquiry into free text book scam, bogus appointments and NST mishaps

DIMAPUR: The Democratic Alliance of Nagaland (DAN) has set up three separate investigation committees to look into various anomaly in the Education Department relating to alleged scam with regard to free supply of text book and bogus appointment while another committee has been set up to inquire into the frequent bus accidents involving the Nagaland State Transport (NST) Department, the latest being the mishap near Longleng on Thursday evening, which claimed nine lives.
One of the committee will be headed by H.K. Khulu, IAS Finance Commissioner as Chairman. This committee will inquire into the free textbook scam. Temjen Toy, IAS, Commissioner Secretary (Power) and HR Chakho, Joint Secretary (School Education) will be the member and Member-Secretary respectively of this committee. Rupin Sarma, IPS, Senior Superintendent of Police, Nagaland Police has been appointed to head a Special Investigation Team to inquire into the allegations/reports of appointments of bogus teachers in the School Education department.
The High-power Committee and the Special Investigation Team are to submit their reports within one month of the issue of the notifications to this effect.
It may be mentioned that a number of non-governmental organizations and the opposition Congress had out rightly spoken against the anomalies in the distribution of free text books and the alleged appointment of teachers in government schools.
Meanwhile, as reported in earlier news report the government constituted a High Power Commission headed by Sentiyanger Imchen, Secretary, PHE Department, to inquire into the full details of the circumstances leading to the NST Bus accident in Longleng District on 4th August. This was informed through an official notification issued by P. Talitemjen Ao, Chief Secretary of Nagaland.
The High Power Commission has been directed to conduct enquiry into the cause of such accidents, review the action taken by the concerned department to streamline the system to prevent such accidents due to human/mechanical failures and other factors and whether the department was strictly following the procedures and guidelines issued at all stages so that proper supervision and checks are carried out at all stages to ensure timely running of NST buses and safety of passengers. The High Power commission has also been empowered to examine whether action has been initiated on the erring officials of the Department, if any, on each accident as well as to check timely and adequate relief-measures and ex-gratia payments have been made in each case.
The one man High Power Commission has been directed to submit its report to the Government within a 2 (two) weeks time from the date of issue of the Notification, dated 5th August.
