DC directs lifting of ban on village clan

Dimapur, August 1 (MExN): Additional Deputy Commissioner (Judicial), Mokokchung K. Chophi on July 13, 2006 has passed an order directing the Changkiri (Enrem Changki) clan of Changki village to go ahead and deposit arrears amounting to Rs 11,260 of 230 members for the year 2002-2006 as membership fee towards Changki Ayim Asem Senso Mungdang (CAASM). The ADC (J) in his order asked that the amount be deposited in the court registry so as to enable the court to take further and necessary order.

The ADC (J) it may be mentioned was hearing a civil suit in respect of a petition filed by one Imtajenba, GB Changkiri (Enrem Changki) clan and others. 

The petitioner had earlier alleged that the CAASM had taken the decision to expel the members the Changkiri (Enrem Changki) Clan from the citizenship of Changkiri village on the plea that the latter had not paid the annual membership fee. 

During the hearing the Advocate for the petitioners had however contended that the present case arose because of non-acceptance of CAASM membership fees of the petitioners (plaintiffs) by the defendants, and not the non-payment of it as alleged by the CAASM. 

Earlier, the DC of Mokokchung had summoned the Changki Village Council on July 31 to Mokokchung in connection with the expulsion of four persons belonging to the Changkiri (Enrem Changki) clan from Changki Village, despite a stay order of the Court. It was reported that the four expelled included an Ex GB and a GB for writing an ‘Open letter to the DC’ and the other two for doing log business, which went against the restriction imposed on their clan. The DC has directed that the restrictions imposed on Changkiri (Enrem Changki) clan should be withdrawn within three days of July 31. This follows the directive that all restriction imposed on the banished clan be withdrawn as directed by the Gauhati High Court, Kohima Bench.
